About this file

This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for a Request for Quote (RFQ #210000000069) concerning the production of DMVA Dual Pocket Folders. The project requires the production of either 5,000 or 10,000 dual pocket folders. The RFQ evaluation has been completed, and DTMB Printing Services reserves the right to perform the work in-house or award to an external vendor. Protests to the award decision must be submitted electronically through the Vendor Self Service system by the deadline specified in the notice. The print consultant for this project is Mark Miller, who can be reached at 517-636-7746 or millerm13@michigan.gov.

Lightning Litho has been recommended as the awarded vendor, offering the best value to the State of Michigan based on a combination of evaluation criteria and pricing. For the 5,000-unit quantity, Lightning Litho submitted a bid of $1,683.20 with an eight-day turnaround and scored 23/25 for turnaround, 25/25 for price hold, 25/25 for printed-in-Michigan status, and 25/25 for experience. For the 10,000-unit quantity, Lightning Litho's price is $2,935.77. The evaluation process considered multiple bidders, with prices for the 5,000-unit quantity ranging from $1,683.20 to $3,755.94. Award recommendation was based on best value determined through the combination of evaluation factors including turnaround time, pricing, Michigan printing preference, and vendor experience. Questions regarding the bidding, award, or protest processes should be directed to Jerry W. M. Monroe, DTMB Printing Services Consulting & Pre-Press Manager, at 517-636-0297 or monroej1@michigan.gov.

Evaluation Process Award recommendation is made to the responsible bidder who offers the best value to the State of Michigan. Best value is based on the quote providing the best combination of evaluation criteria factors and price. Printing Services, in consultation with the customer, may elect to award to a vendor with a higher bid, if the bid provides a better value based on turnaround time or other criteria.
