I. EXECUTIVE SUMMARY

A. Project Description

Th e National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) was offi cially established in fi scal year 2012 to transform the translational science process so that new treatments and cures for disease can be delivered to patients faster. NCATS, one of 27 Institutes and Centers (ICs) at NIH, strives to develop innovations to reduce, remove or bypass costly and time-consuming bottlenecks in the translational research pipeline in an eff ort to speed up the delivery of new drugs, diagnostics, and medical devices to patients. 1

Translation is the process of turning observations in the laboratory, clinic and community into interventions that improve the health of individuals and the public — from diagnostics and therapeutics to medical procedures and behavioral changes. Translational science is the fi eld of investigation focused on understanding the scientifi c and operational principles underlying each step of the translational process. NCATS studies translation on a system-wide level as a scientifi c and operational problem. 2

NCATS currently occupies leased lab and offi ce space in Rockville, Maryland. Because of continued growth in programs and staffi ng, the NIH seeks to lease new clinical research space for NCATS to complement the existing laboratories and provide effi cient facilities to meet the needs of NCATS both today and into the future.

Th e new NCATS lease will occupy approximately 19,700 usable square feet of leased space in the northern metropolitan Washington, DC area. Th e new lease shall be located within the delineated area defi ned in the NIH Request for Lease Proposal (RLP).

B. Background Information

NCATS is comprised of six components; the Bioprinting Group, Soft ware Development, Small Molecule Repository,Incubator Lab, Freezer Repository and IC Storage Facility, and Intramural Administrative Services/ Acquisitions. Several of these components have outgrown their original space and future projections indicate a continuing growth in staff and program activities.

1 NCATS history from website www.ncats.NIH.gov/about/center 2 Translational Science explanation from website www.ncats.NIH.gov/about/center

I. EXECUTIVE SUMMARY Page 2

Because of space constraints the Intramural Administrative Services and Acquisitions group has been physically separated to a second leased facility. Th is separation has resulted in reduced effi ciencies and separated a vital support group of NCATS from their customers.

Because of space constraints at the main NCATS facility, additional space is also being leased at two remote locations for freezer and refrigeration storage. Th e remote freezer and refrigeration locations also have a negative impact on the effi ciency of the NCATS operations.

To meet current and future needs NCATS program components require more space to eff ectively fulfi ll their objectives and meet the increase in scientifi c demand. A new leased facility is needed to supplement the existing clinical research facility, allow for the relocation of the Intramural Administrative Services and Acquisitions group, and provide freezer storage capacity.

Th is Program of Requirements (POR) has been developed to defi ne the space needs and technical requirements for a new NCATS lease.

C. Objectives of the Program of Requirements

Th e ultimate objective of this POR is to defi ne the requirements for a lease that will provide an innovative and fl exible work environment that can evolve over the next 15 years to meet tomorrow’s NIH and NCATS workforce requirements by increasing workfl ow effi ciencies, enhancing collaboration and increasing morale.

Th e activities and requirements defi ned in this POR are for three of the groups within NCATS: Compound Management, Tissue Printing and Intramural Administrative Services and Acquisitions. Th ese three groups will be occupying the new lease.

NCATS is comprised of a diverse staff who guide the Center’s translational research activities. A total of up to 49 staff are expected to utilize the new NCATS lease as described in this POR. A breakdown of staffi ng is included in Section III of this POR.

Th e POR has been developed collaboratively with the NIH and NCATS to compile and include all necessary technical requirements including chemical lists and other features for BSL-2 Laboratories and needed offi ce space. Th e POR incorporates requirements and guidelines from the NIH Design Requirements Manual (DRM) along with other applicable codes, standards, and requirements.

Th e POR is intended to be used for the purpose of soliciting lease proposals, and as the basis of design for the fi nal design and construction of the leased space.

I. EXECUTIVE SUMMARY Page 3

D. Introduction to the Final Program of Requirements

Th e following Program of Requirements (POR) provides documentation of the programing process to identify the space needs and technical requirements of the new NCATS lease space for the National Institutes of Health (NIH). Th is POR refl ects information and criteria gathered from the NIH, additional data collection from equipment suppliers, site visits to the existing facility, and meetings and interviews with the NCATS personnel aff ected.

Th is POR was reviewed and updated in collaboration with the NIH and NCATS through an interactive process of input and reviews as the the fi nal document was developed.

A 100% cost estimate was developed for the project and forwarded to the NIH under a separate transmittal.

I. EXECUTIVE SUMMARY Page 4 Page 4

A. Activity Analysis

Th e National Center for Advancing Translational Sciences (NCATS) provides leadership for a national program to advance the discipline of translational science and to catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. NCATS conducts intramural research and supports and coordinates research projects through research grants, contracts, and other mechanisms as well as supports training in translational sciences. In addition, NCATS collaborates with organizations and other institutions engaged in translational research and training activities, and collects and disseminates research fi ndings and related information.

Th e activities and spaces described in this POR for the NCATS lease will involve three specifi c groups: Compound Management, Automated Chemistry/IT (Incubator/ Bio-printing) and Intramural Administrative Services and Acquisitions.

Compound Management oversees the Molecular Libraries Program which off ers public sector biomedical researchers access to large scale screening capacity necessary to iden-tify small molecules that can be optimized as chemical probes. Th ese probes are then used to study the functions of genes, cells and biochemical pathways which leads to new discoveries in the functions of genes and signaling pathways. A key activity is collecting samples for high throughput biological screening and distributing those to respective collaborators. Th e new lease will allow NIH to bring this work in-house under NCATS.

Automated Chemistry/IT (Incubator/Bio-printing) responds to new research initiatives resulting from national and international health crises such as the British Petroleum spill, the Ebola epidemic, and recent Zika outbreaks. In all of these cases, the pilot phase, or entire body of work, was initiated quickly using existing space and without external funding. Public health emergencies will continue and this group will continue the rapid initiation of new research eff orts in response to these outbreaks.

Intramural Administrative Services/Acquisitions support the activities of the NCATS Intramural Program by providing comprehensive administrative and management support for NCATS. Th e support services provided include managing budget, personnel, procurement, space and facilities, travel, property, and other administrative functions as necessary to ensure the effi cient and eff ective implementation and operation of the programs within NCATS. Th is group also develops, analyzes and implements policies, guidelines, and procedures on matters relating to administrative management and disseminates to relevant staff ; and advises the staff of NCATS of administrative policies and practices.
