About this file

This is a Project Statement from the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, issued by the Michigan Department of Corrections (MDOC) on behalf of the Chippewa Correctional Facility. The project seeks comprehensive Professional Services Consultant (PSC) proposals for the design and construction administration of Smoke Purge Protection System upgrades at Housing Unit 1200 (Steamboat) and Building 200 (Food Service/Seg Unit) located at 4269 West M-80, Kincheloe, Michigan. The upgrades aim to eliminate the use of Self-Contained Breathing Apparatuses (SCBAs) by installing engineered smoke purge systems with backup power capability and automated controls. Services requested include Phase 500, 600, and 700 design and construction services, contract document development, 50% and final construction cost estimates, construction scheduling, permitting and LARA plan review, submittal of four full-size sealed hardcopy sets of contract documents, and complete Phase 700 inspection services with all associated reimbursable costs. The proposal due date is February 21, 2019. No mandatory walkthrough is required, but site visits must be pre-scheduled with facility staff and require prior LEIN clearance for all personnel. The project must accommodate ongoing facility operations throughout the construction period, with field work and scheduling coordinated to minimize disruption.

The PSC proposal shall be submitted in DTMB410 format and must include a $1,000.00 LARA Plan Review Allowance as a reimbursable expense. All costs for field testing, material testing, design schedule development, biweekly progress summaries, and independent final system testing verification must be itemized in the cost proposal. The project is governed by current State of Michigan DTMB standards, DC SPEC General Conditions, Master Spec format, NFPA 110 2010 Edition, Bureau of Fire Services requirements, and all applicable federal, state, and local codes and regulations. Professional engineers must evaluate existing systems for proper operation, identify all code requirements, and determine whether one generator is adequate to serve both locations while meeting security and maintenance operational compatibility. The PSC shall maintain a complete project file in hard copy format and deliver it to the DTMB Design and Construction Division in Lansing with the final payment request. Questions regarding the RFP must be submitted in writing to the DTMB project team up until 7 working days prior to the proposal due date.

PROJECT DESCRIPTION:

The MDOC Chippewa Correctional Facility desires an upgrade to the existing Smoke Purge Protection Systems in Housing Unit 1200 and Building 200 in order to eliminate the use of Self Contained Breathing Apparatuses (SCBAs) currently being utilized. In order for the use of SCBAs to be eliminated, the Bureau of Fire Services requires that engineered smoke purge systems be supplied by back-up power. In addition, the existing smoke purge protection systems are currently operated on manual control mode. Consequently, upgrades to connect the systems to back-up power and provide auto controls are desired for this project. However, since MDOC is precluded from operating the smoke purge systems on their existing emergency generator, additional generator capability is necessary. An initial portion of design should also include testing and evaluation of the existing systems to determine if they operate per design specifications and sequence of operation and whether upgrades are necessary. All relative code requirements are to be identified and evaluated during design. The professional will need to verify if one generator is adequate to serve the systems at Housing Unit 1200 (Steamboat) and Building 200 (Support Services) and meet all code requirements and NFPA 110 2010 Edition (Standard for Emergency and Standby Power Systems). The location of the proposed back-up power generator(s) will need to be compatible with the facility security and maintenance operations and all applicable code requirements.

The buildings will be occupied and functioning throughout the project so field work by the PSC and construction scheduling must be coordinated with Owner needs to minimize disruption of public and other occupied spaces.

Construction will be within secure areas of the facility.
