About this file
This document is a Questions and Answers (Q&A) document for Solicitation DMA-ITB-342 issued by the Florida Department of Transportation (FDOT) for DOT Certified Limerock at the Camp Blanding Joint Training Center. The solicitation involves procurement of FDOT-certified lime rock for road construction purposes, with the bid winner responsible for dumping the material and the agency handling its spreading as needed.
The Q&A document provides detailed information about FDOT-certified lime rock, highlighting its key characteristics including quality control, Lime Rock Bearing Ratio (LBR), gradation, and testing standards. The material must meet strict specifications for strength, particle size, and quality, ensuring it can withstand heavy traffic and compact into a solid base layer. The FDOT Aggregate Acceptance Unit approves and monitors lime rock sources, conducting tests such as sieve analysis, specific gravity, and abrasion resistance to ensure the material meets all technical requirements for construction projects.

Questions and Answers
The Department has received the following questions and the Department’s answers are provided in the table listed below:
No. Question Answer
1 What are the pay terms? Please refer to Section 5.6 of the solicitation for payment terms and conditions.
2 When material is ordered, it is put into a stockpile?
Meaning trucks can dump material at same location to form a large pile of material.
The lime rock will be used for road construction.
The bid winner will be responsible for dumping the material, and we (the agency) will handle spreading the lime rock as needed.
3 Do you have a spec sheet for the certified lime rock? In Florida, DOT-certified lime rock is a crushed limestone aggregate approved by the Florida Department of Transportation (FDOT) for use in state and local construction projects.
Certification confirms the material meets strict standards for strength, gradation, and quality, making it an ideal choice for road bases and other applications that demand a durable, stable foundation.
Key characteristics of FDOT-certified lime rock:
Quality control: The FDOT Aggregate Acceptance Unit approves and monitors lime rock sources to ensure consistent quality from approved mines.
Lime rock Bearing Ratio (LBR): Certified lime rock must meet specific LBR requirements, a measure of strength and load-bearing capacity.
A high LBR ensures the material can withstand heavy traffic, making it suitable for road base construction.
Gradation: The aggregate must meet FDOT specifications for particle size, from coarse rock to fine dust, allowing it to compact tightly into a solid base layer.
Testing: FDOT conducts tests such as sieve analysis, specific gravity, and abrasion resistance as part of the approval process.
For contractors and suppliers, FDOT certification provides confidence that the lime rock meets all technical requirements.
