About this file

This file consists of mandatory invoice submission requirements established by the Department of Military Affairs (DMA) effective July 27, 2026, applicable to the Fort Pickett Fire Department's fire nozzle replacement procurement in Virginia. The document outlines the administrative procedures vendors must follow when submitting invoices for payment of completed goods and services. All invoices must be submitted to the appropriate agency point of contact within 365 days of completion or delivery of goods and services. The DMA reserves the right to require verification of purchase orders, delivery dates, and additional documentation for invoices submitted beyond the one-year deadline. If the agency has made multiple unsuccessful contact attempts with the vendor following the 365-day completion period, the agency may decline payment obligation.

Invoices must include 15 mandatory elements to be considered valid for payment, including vendor name and contact information, invoice and contract numbers, order date, job location with complete physical address, date of service or delivery, payment terms, itemized services and supplies with quantities and unit prices, and total amount owed. Payment consideration beyond 365 days remains subject to certification of available cash, appropriations, and allotments. If sufficient funds are no longer available at the time of invoice submission, DMA is not obligated to remit payment to the vendor, placing the financial risk on vendors who delay invoice submission beyond the specified timeframe.
