About this file
This is a Contractor Questionnaire for a Defense Logistics Agency market survey solicitation. Prospective contractors must complete this questionnaire to demonstrate their capability to manufacture or supply three specific parts for the PATRIOT Missile Defense System's Electrical Power Plant III (EPP III): Load Bank, Electrical (NSN 6150-01-455-4207, PN A3354293 and NSN 6150-01-486-6937, PN A3357168) and Relay, Hybrid (NSN 5945-01-577-2614, PN 335.01.0040). The load bank serves as electrical test equipment for field preventive maintenance checks on 150 KW, 400Hz generator sets, while the relay monitors electrical frequency and protects generator operations by controlling electrical circuits during frequency changes.
Contractors must provide company summary and core competencies; point of contact information including CAGE code and DUNS number; past performance details with contract numbers and references; qualifications of engineering staff experienced in cable assembly design and production; experience with test equipment identification for similar components; obsolescence management processes and monitoring tools; capabilities for identifying alternatives to unavailable or obsolete materials; ability to meet U.S. Government delivery requirements; confirmation of capability to meet Government preferences for spot buy and fixed quantity procurement; inventory status; and identification of supply chain vendors that could impact delivery schedules. The Government last purchased the load bank on August 17, 2026, under Contract SPRBL1-20-D-0015 for a quantity of 21 units and does not possess the technical data package for these parts.
