About this file
This is a Sources Sought Notice (SSA) issued by the Defense Logistics Agency-Aberdeen on behalf of the Army Integrated Logistics Supply Center (ILSC) seeking market research for Gear Assemblies supporting the CECOM Mast Group, Hydraulic-Pneumatic OA-9054(V)4/G system. The government is looking for sources capable of manufacturing or supplying two specific Gear Assemblies (CECOM P/N: C5078302-1, NSNs 3010-01-235-1879 or 3010-01-668-7226), with the technical data package (TDP) available for release. Previous procurement was with Boston Gear (CAGE: 6LCP7), and the response deadline is 4/22/2025.
Interested vendors must submit detailed responses to Patrick Kiley, including company capabilities, manufacturing processes, quality assurance, testing capabilities, and contract references. The SSA is for market research purposes only, aimed at determining if responsible sources exist and potentially setting aside the procurement for small businesses. Contractors are required to complete a comprehensive questionnaire covering company background, past performance, engineering qualifications, supply chain capabilities, inventory management, and ability to meet government delivery requirements and pricing preferences.

The purpose of the Sources Sought Notice/Sources Sought Announcement (SSA) is to determine which capable business can perform the requirements of a planned contract. In addition, the request will focus on which small business industry partners can capably provide support.
The customer/procurement coordinator will request information through the contracting activity to make a capabilities assessment. The capability assessment is determined by the DEVCOM technical reviewer(s) that a business is either “capable” or “not capable” of performing the requirements that will be forthcoming in the solicitation. The information required below is only a starting point. A second goal of the SSA is to provide answers to questions raised at the Pre-CASS for which the Government does not know the answer. Take note of any Pre-CASS concerns where industry feedback is needed to move a procurement forward and be sure to include those concerns in the SSA.
The results of the sources sought announcement should be provided to your DEVCOM engineer for a capability review. The capability review and other pertinent information will be memorialized in the market research report (summarizing the SSA efforts, discussions and information gathering from the Pre-CASS period) and provided with the IGE and Pre-CASS documentation as the “initial ARP submission” to the contracting center. The SSA and all responses are attachments to the Market Research report.
