About this file

This is an Invitation to Bid (ITB) DLA 2025.01 issued by the Florida Department of Legal Affairs, Office of the Attorney General (OAG), seeking a contractor to provide comprehensive Service of Process functions. The solicitation covers service of process within three defined service areas: Service Area 1 (within Florida), Service Area 2 (within the United States, including territories and commonwealths), and Service Area 3 (outside the United States). The contract is anticipated to begin September 10, 2025, with an initial five-year term ending September 9, 2030, and potential renewal options for up to three additional years. Bidders must provide service at three levels: Routine, Express, and Priority, with specific timeframes for service attempts ranging from one to fourteen calendar days depending on the service level.

The pricing structure requires bidders to submit fixed unit rates for each service level in Service Areas 1 and 2, with pricing for an initial three-year term and a potential three-year renewal term. Pricing will be evaluated using a weighted methodology, with 65% weight given to Service Area 1 and 35% to Service Area 2, and service levels weighted as 70% Routine, 20% Express, and 10% Priority. Additional optional services include fees for testifying, witness services, subpoenas, skip tracing, wait times, stakeouts, and special document services. Bidders must meet minimum qualifications, including five years of service of process experience and the capability to serve all 50 states, U.S. territories, and provide international service. The contract includes comprehensive requirements for process servers, documentation, reporting, and compliance with various state and federal regulations.
