Proposals are considered firm and cannot be withdrawn within 180 days after the date of the opening. If an award is not made within 180 calendar days, not including days the solicitation is stopped due to bid protests, the Proposal will remain firm until the OAG enters a Contract or the OAG receives from the Respondent written notice that the Proposal is withdrawn.
2.9 Non-Exclusive Rights

D. SECTION 4 SCOPE OF WORK
4.1 Background
The purpose of the Program is to increase the accessibility of collection locations where people can safely dispose of leftover medications to reduce the risk of accidental poisonings and misuse as well as to prevent water contamination. These programs target underserved areas, which include, but are not limited to, rural communities and communities with high concentrations of elderly and economically disadvantaged persons within the State and will support elderly persons, persons with poor physical or mental health, economically disadvantaged persons, or others who may have difficulty traveling distances to existing collection locations.
4.2 Scope of Work
The following are the minimum tasks and deliverables to be performed during the Contract term. Each Respondent must describe in its Proposal how it will complete the following requirements in the time and manner specified. Respondents may propose additional tasks to achieve the required deliverables in their Proposal for the OAG to consider.
4.2.1 Tasks and Deliverables
4.2.1.1 Provide a plan for locating potential receptacle site locations, recruiting potential Program participants, and installing a minimum of 100 receptacles within underserved areas by June 30, 2025 (the initial contract term) and a minimum of 5 receptacles each Renewal Year. Ensure the plan also includes the following information:

Further, each receptacle site location must be at a DEA registered retail or hospital pharmacy that meets a minimum of one of the following requirements throughout the initial contract term and any subsequent renewal term:
4.2.1.1.3.1 Located in a “rural community” as defined in section 288.0656(2), Florida Statute;
4.2.1.1.3.2 Located in a Florida county with 26 percent or more citizens aged 65 or older;
4.2.1.1.3.3 Located in a Florida county with 34.46 percent or more citizens living below 200 percent of the poverty line ;
4.2.1.1.3.4 Located a minimum of 5 miles from any existing receptacle that is available for public use.

Each written permission or agreement must include the name and address of the Program participant’s location. 4.2.1.3 Ensure the receptacles are placed in a safe and secure area to prevent theft of any disposed medications.
4.2.1.4 Contractor agrees that the OAG does not own and is not responsible for installation, maintenance, or removal of the receptacles.
4.2.1.5 Obtain or provide storage for the decontamination of the collected materials from the receptacles until final disposition in accordance with State and Federal law. As explained in section 4.2.1.6, below, in the description of maintenance, the Contractor is responsible for the final treatment and disposal of all waste collected and transporting of the waste to an appropriate facility.
4.2.1.6 Provide maintenance for each installed receptacle throughout the Contract term, including any subsequent renewal years. Maintenance includes, but is not limited to, keeping the receptacle in safe and working order, removing drug or medication waste from the receptacle on a fixed schedule and as otherwise needed to prevent full or damaged receptacles, providing bin liners or other necessary supplies, repairing or replacing any damaged receptacles and performing emergency services for installed receptacles as needed. Provide a http://edr.state.fl.us/content/population-demographics/data/Estimates2022.pdf https://www.flhealthcharts.gov/ChartsDashboards/rdPage.aspx?rdReport=NonVitalIndRateOnly.Dataviewer&cid=461

However, Respondent is still responsible for conducting any maintenance visits necessary to ensure that the receptacles are maintained and fully functioning during the entire contract period. Prepare a maintenance visit log describing each visit, including the receptacle location and date of service, and submit the log with the monthly report. The maintenance visit log must also include the total weight of waste collected from each installed receptacle during the Contract.
4.2.1.7 Describe in the Proposal how Respondent, if requested by the OAG, will identify additional receptacle site locations and install and maintain receptacles at those additional sites, no more than 60 calendar days after the OAG’s request. Any additional receptacles requested by the OAG will be charged at the prices identified in Attachment B, OAG Price Sheet.
4.2.1.8 Prepare monthly written reports and submit them to the Contract Manager within 30 calendar days from the end of each month. Each monthly report must include, at a minimum, the following information for the month being reported on:
4.2.1.8.1 Number of receptacles installed only during the month being reported on.

4.2.1.8.2.2 The corresponding contract number for the installation contract between the Contractor and the participating pharmacy.
4.2.1.8.3 The total weight of waste collected from each installed receptacle.
4.2.1.8.4 A description of the maintenance services performed at each receptacle site location and the date each service was completed.
