About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Department of Legal Affairs, Office of the Attorney General for a Statewide Drug Takeback Program. The program aims to provide Florida residents in underserved areas access to receptacles for the disposal of leftover or expired drugs at registered retail and hospital pharmacies. The Addendum addresses questions received regarding the RFP, specifically about the kiosk service models, maintenance requirements, and the scope of work. The RFP has a due date of August 31, 2024 and covers the installation and maintenance of the drug receptacles across multiple jurisdictions in Florida, including Leon County and Tampa City.

The Addendum clarifies that the state is not prescribing a specific service model, and respondents can propose either a Tech-Assist model where the vendor manages the bulk of the program, or a Self-Service model where the host location provides the necessary equipment. The maintenance requirements include ensuring the kiosk receptacle is installed and in working order, removing the waste and shipping it for destruction, and placing a new box and liner into the receptacle. The RFP does not provide for an extension of the due date.

Questions and Answers Contained herein are the responses to the questions submitted to the Department of Legal Affairs, Office of the Attorney General (OAG) for RFP DLA 2024.01, Statewide Drug Takeback Program.

# QUESTION ANSWER

1. Can the due date of the RFP be extended to September 30, 2024? No.

Stericycle has two models of consumer medication kiosk services.

Tech-Assist Model: Stericycle manages the bulk of the program. Provide and install kiosks, provide serialized boxes and liners, and remove waste and ship to an incinerator.

Self-Service Model: Host location provides all necessary equipment to install the kiosk. Stericycle provides serialized box and liner on a routine basis, but hospital/pharmacy performs the actual service exchange and packages waste for shipment.

Based on the models above, please see questions regarding section 4.2

2.

Can you clarify which of these models the state is seeking? Again, Stericycle can provide either and/or bid both models. Hospitals and Pharmacies see the most value and benefit from our Tech-Assist model as there is little/no burden placed on the staff. While the Self-Service model is certainly more cost advantageous

No. It is the Respondent's responsibility to propose how it will meet the requirements of the RFP.

3.

Article 4.2.1.6 reads as if maintaining the kiosk and providing waste removal services are entirely linked. This reads like Stericycle’s Tech-Assist service model, where our trained technician monitors the kiosk for proper usage and working order and then prepares the box and liner for shipment to our incinerator while also installing a fresh/new box and liner into the kiosk receptable. Similar to question #1 above, is that the expectation? See answer to Question #2

4.

Can you further define “maintenance”. Our current interpretation is that maintenance means that the kiosk receptacle is installed, in working order per visual inspection, the waste is removed and sent for destruction, and finally, a new box and liner are placed into the kiosk receptacle.

Maintenance does not include the initial installation of the receptacle, which is a separate deliverable payment. See sections

4.2.1.5 and 4.2.1.6 regarding the "maintenance" that is required under the RFP.
