SOLICITATION NO.: DJM-17-A44-Q-0003
1. 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014)
(a) The contract will be awarded to the responsible company whose proposal conforming to the solicitation will be most advantageous to the government, based on the evaluation of Technical Capability, Past Performance, and Price.
TECHNICAL CAPABILITY
PAST PERFORMANCE
PRICE
Technical and past performances, when combined, are significantly more important than cost or price.
(b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
End of Provision

(b) The Written Proposal should not exceed 25 pages to include the Physical Security Plan, Tables, Charts, Photos, etc. The Pricing Schedule is excluded from the page number requirement of the written proposal. Proposals should be typed, double-spaced on standard-sized paper (8.5" x 11") with 1" margins on all sides with 12 point Times New Roman font. If two (2) sided proposals are submitted, each side will count as one (1) page.
(c) Site visits will be conducted by the Technical Evaluation Board (TEB) and contractor will be notified of the date and time. No rescheduling of site visits will be done unless determined necessary by the government to resolve unanticipated problems or delays encountered in the proposal process.
