1.0 Description
The United States Marshals Service (USMS), in support of the Judicial Security Division (JSD)’s
Behavioral Analysis Unit (BAU), is seeking information on a University’s or College’s capabilities to conduct a scientific research study on risk factors for targeted violence toward protected judicial officials. The requirement consists of conducting research that is empirically-valid, methodologically-sound, behaviorally-based, and operationally-relevant. It would occur under the oversight of the JSD-BAU’s Operational Psychologist, and would include all phases of the research process, such as development, design, data collection, statistical analysis, and publication and presentation of findings. The project would require the following structure, experience, and capabilities:
An academic setting in a University or College, with a Clinical Psychology Doctoral
Program that is currently accredited by the American Psychological Association (APA), that has maintained APA accreditation for at least the last 10 consecutive years, and that has a Forensic Psychology Doctoral specialization track.
A professor in the psychology department who is tenured, who is a licensed psychologist, who is a member of the Association of Threat Assessment Professionals (ATAP), and who has at least two (2) additional qualified persons with Master’s degrees or higher working on the research team.
a. The professor has at least 10 years of experience conducting research on topics related to targeted violence, mental illness, human behavior, and criminal activity.
b. The professor has at least 10 years of experience teaching and training on topics related to targeted violence, mental illness, human behavior, and criminal activity.
c. The professor has at least 10 years of experience consulting with law enforcement agencies and/or protective agencies on topics related to targeted violence, threat assessment, violence prevention, case management, threat mitigation, mental illness, human behavior, and criminal activity.
d. The professor has a research model and philosophy that involves an ongoing program of research, understanding of the behavior-based approach to threat assessment and management, and designing studies to adapt to operational and investigative data sources and settings while preserving scientific reliability and validity.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the
Government to contract for any supply or service whatsoever. Further, the USMS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the
U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities

2.0 Background
The USMS JSD is committed to the protection of the judicial process, by ensuring the safe and secure conduct of judicial proceedings and by protecting federal judges, attorneys, jurors and other members of the federal judiciary. This mission is accomplished by anticipating and deterring threats to the judiciary. Senior Inspectors, Deputy Marshals and Court Security Officers provide security for federal court facilities in each of the 94 Judicial Districts and in the District of Columbia Superior Court. When a potential threat or inappropriate direction of interest is detected, a protective investigation is conducted in order to assess the level of potential harm, and then to manage and mitigate the problematic situation. JSD’s BAU provides subject matter expert consultation to investigators during the course of these investigations on topics related to human behavior, mental illness, criminal activity, targeted violence, threat assessment, violence prevention, case management, and threat mitigation. JSD’s BAU seeks to conduct research on aggregate case data to further inform these threat assessment and threat management efforts.
3.0 Requested Information

In response to this RFI, interested Universities or Colleges shall provide the following information within their capability statement:
