TITLE: RFI/SSN – INFLIGHT INTERNET
REQUEST FOR INFORMATION (RFI):
JPATS is interested in your best and most economical recommendation of either inflight air to ground or satellite based high speed broadband Internet connection on each of the two
(2) aircraft. These aircraft are maintained and operated as Public Use aircraft meeting the mandatory regulatory requirements of Title 14 CFR Part 91 for flight into national airspace.
Installation on each aircraft can be performed independently during different time frames;
however the minimization of aircraft downtime during the normal business week will be a major factor in determining the best value (i.e. installation work that can be performed during weekends or around federal holidays).
Proposed solution options (please respond to the following questions):
1. Does your proposed solution address and satisfy all Specific Requirements- Technical Specifications in the Statement of Work-Technical Specifications? If not, please explain.
2. What do you see as the advantages and disadvantages of your proposed solution compared to other potential solutions?
3. Please provide any comments on your capability to perform the proposed work, including issues associated with STC status?
4. What is the installation time for your proposed solution? Can it be accomplished concurrently with scheduled heavy checks or other maintenance events? What would the lead time be for scheduling installation? What are your estimated installation costs for your proposed solution per aircraft?
5. Under your proposed solution, what should JPATS expect for recurring service fees?
Beyond Line-of-Sight (BLOS) Solutions: JPATS is considering amending the draft SOW to pursue secure communication options, the most familiar to JPATS being the DoD’s Beyond Line-of-Sight (BLOS) solutions. With this in mind, please respond to the following questions:
1. Does your proposed solution provide BLOS capabilities? If not, could you propose a solution that would?
2. In future years, will satellite service or ground based service provide more secure communications? Is there a combination of ground and satellite service that would meet requirements and provide cost savings?
3. How would incorporation of BLOS into JPATS requirements affect non-secure capabilities and performance?
4. As a percentage of overall cost of your proposed solution, what would the addition of BLOS likely increase costs?
5. Are the secure components (RED SIDE) independent from non-secure (BLACK SIDE) network so both types of information can be processed independently?
6. Does the design have a provision for secure operations programmed on-the-fly while airborne?
7. Does the design have roll –on/roll-off design elements that require sensitive components storage off aircraft?
8. Does the design have future growth capabilities? For this purpose, please identify GROUP A components as equipment permanently installed on aircraft, and GROUP B components as those that are installed when required by future mission needs or new capability.
SOURCES SOUGHT NOTICE (SSN):
Please provide your firm’s capabilities package and responses to the following questions:
1. Is your firm registered in the System for Award Management (SAM), formally known as Central Contractor Registration (CCR)? In accordance with federal regulations, all contractors doing business with the federal government must be registered in the SAM database.
2. Based on the NAICS code 517410 – Satellite Telecommunications with an associated Small Business Administration (SBA) size standard of $30 million, what is your business size, small or large? If small, do any of these programs apply? 8(a), HUBZone, SDVOSB, or
WOSB?
3. Within the past 5 years, have you provided similar services with commercial entities, federal, state or local governments? If so, please describe and include a) the contract number, dollar value, period of performance and current status of the contract. b) the type of aircraft inflight Internet was installed on; c) the installation time; d) any subcontractors used on the project and their respective roles on the project.
