| Section | Paragraph Ref. | Question/Comment | Recommendation | Official Answer |
| RFP Section 1 - Background | ||||
| NA | NA | Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. |
If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
| Similar work is being performed under the ITSS-4 Program. Please see the ITSS-4 web page for details including contract numbers. https://www.justice.gov/business/itss | |||
| NA | NA | Is CVE certification issued by Veterans Affairs (VA) administration for SDVOSB a mandatory requirement for responding to ITSS-5? | No. |
| General | General | Would the Government confirm that offerors will have the opportunity to submit questions during phase 2 of this acquisition upon release of the Phase 2 package? | The Government will have a Q&A opportunity during Phase 2 of the pre-award process. |
| General | Is dynamic teaming allowed during both phases of the proposal? Post award? | The Government does not understand the term, "dynamic teaming." | |
| RFP | N/A | Can the Government provide the Place of Performance by city and state? Will majority of the Tasks be at this place? | No. Most of the work will be performed in the Washington DC metro area. In extremely rare instances work may be required in CONUS locations outside the metro area. Refer to Section 19.3(1)(c)(i) and (ii). |
| General | General | If members of a team (prime and subcontractors) submit a offer in Phase 1 and the team is not selected to continue to submit an offer for Phase 2 - can the team members of that team that did not make the cut then team-up with another team that did get invited to compete in Phase 2? | There is no restriction on the subcontractors proposed by a Phase 2 Offeror. |
| General | General | Does the Government allow teaming arrangements post-IDIQ award, or is teaming restricted to the team members proposed in Phase 1? | Depends on what the change is and what you mean by "teaming arrangements." Wholesale changes in team composition for Joint Ventures will not be authorized. Requests for partial changes in Joint Ventures would have to be reviewed on a case-by-case basis and may, or may not be approved. Subcontractors may be added with prior consent by the CO. Post award, at the task order level, a prime may serve as a subcontractor to another prime. |
| General | General | Are CTA's / JV's encouraged in this procurement? | The Government does not encourage or discourage specific teaming arrangements. |
| Does the government anticipate OCONUS support requirements or travel and if so, what regions/countries are likely involved? | No, OCONUS support is not required. | ||
| General Question | Will the government provide an explanation as to why the total awards are being reduced from the number of ITSS 4 awards to approximately 12 contracts (6 unrestricted awards and 6 SDVOSB awards)? Given the additional scope areas included in the ITSS 5 RFP we feel it is important that the competitive field on task orders be expanded, not reduced | No. Also, the Government indicated a number of anticipated, not definite, awards. The number of contracts ultimately awarded remains the sole discretion of the Government. | |
| N/A | N/A | Will a Cover Letter be permitted in Volume II? | Yes |
| n/a | n/a | Will our proposal response be incorporated in the contract award? | Pricing will form a part of the contract. Certain proposal responses may be incorporated as necessary to memorialize specific terms and conditions. |
| n/a | n/a | Will answers/responses to questions be incorporated in the contract award? | Questions/responses will be included via amendment as an attachment to the solicitation, not the contract award. |
| RFP Section 2 - Objective | |||
| 2 | c | In reference to "Create new applications and introduce new technologies as they emerge," has DOJ identified which existing applications are expected to be refactored or sunset within the initial year of support on ITSS-5? If so, please list those existing applications. | DOJ has not identified those applications. |
| RFP Section 3 - Scope | |||
| Reserved. | |||
| RFP Section 4 - Contract Management and Administration | |||
| Section 4.4.5 | Is this a mandatory requirement for the Prime to have? |
(1) CMMI maturity Level 3 (Large Businesses).
(2) Achieved or plan for achieving CMMI maturity Level 2/3 (Small Businesses)
(3) Certification as ISO 9001.
(4) Staff certification at ITIL Foundations level, or higher to be determined as applicable in individual task orders
| Per RFP Amend 0003, the Small Business Prime offeror is required to have achieved Certification as ISO 9001 and have achieved CMMI maturity Level 2/3 IAW Section 4.4.5 in order to submit a proposal. The Large Business Prime offeror is required to have achieved CMMI maturity Level 3, and Certification as ISO 9001 in order to submit a proposal. Staff certification at ITIL Foundations level may be required at the task order level. Section 4.4.5 of the RFP has been revised to delete the option that small businesses could submit a plan for achieving CMMI level 2/3 if they don't already have it. | |||
| Is security clearance a requirement for the Prime to have? Will you be willing to sponsor the Prime if they don't have any security clearance? | The Prime offeror is not required to have a facility security clearance in order to submit a proposal or receive an award. The Government will sponsor the Prime after contract award if they don't have a facility security clearance. Until such time as a facility clearance is provided, contractors without one are ineligible to submit proposals for those task orders requiring a facility security clearance. | ||
| Key Personnel | page 6 | Are the names of the Program Manager and Task Order Managers required in the proposal? Are resumes required for key personnel identified by the government and the offeror? If so, will they be outside of page count? | Refer to the proposal instructions in RFP section 24.3.5.2 for what is required for proposal submission. |
| 4.4.5 | (a)(3) | Would it suffice for one of the subcontractors to hold an ISO 9001 certification? | No, the Prime must hold the certification. |
| General | General | Is there a requirement for the offeror to demonstrate a reviewed and DCAA compliant Accounting system? | No. |
| Section 4.4.1 | Paragraph (a) | Is it a requirement that the proposed PM be PMP certified, or will the government accept a seasoned project manager without this certification at time of award? | No, it is not mandatory that the PM be PMP certified. |
| Section 4.4.4 | Paragraph (a) | Will the government provide a DOJ badge for the IDIQ Vehicle PM? | No, normally a DOJ badge is not provided to the IDIQ vehicle PM. |
| Section 4.4.5 | Paragraph (a) | Will the government please clarify if ISO 9001 certification is required for SDVOSB vendors? If so, and in the government’s best interest of receiving proposals from a larger group of highly qualified vendors, would the government consider allowing an SDVOSB to provide a plan for achieving ISO 9001 certification after award? | Yes, ISO 9001 certification is required for all prime offerors regardless of business size and is mandatory at time of proposal submission. Submission of a plan would not be acceptable. |
| Section 4.4.5 | Paragraph (a) | Considering the government's inclusion of Agile development services in the RFP (e.g., Section 5.1.3.20), and noting that CMMI development patterns are inconsistent with more modern Agile methodologies (like Agile Scrum and SAFe Agile), will the government consider eliminating (or making optional) the CMMI certification requirement? | No, the Government will not eliminate (or make optional) the requirement for CMMI certification. Agile development services may or may not be required at the task order level. |
| 4.4 Staffing | 4.4.1 Program Manager | The Program Manager requirements are laid out on page 5, but there are no requirements concerning inclusion of a CV in the Phase 1 proposal. Could the Government confirm that that is the case? | Page 5 sets forth the SOW requirements. Section 24.3.5.2 sets forth the RFP instructions/requirements for proposal submission. These are not the same thing. |
| 4.3 | (b) | Page 4 RFP 4.3 Paragraph (b) states: The Contractor’s ITSS-5 program management office shall be located within a reasonable radius (approximately 50 miles) of the Department of Justice headquarters at 950 Constitution Avenue, NW, Washington, D.C., including the necessary resources (i.e. management, technical and financial personnel working in that location) needed to support the ITSS-5 program. The location must be that which allows for the Contractor’s staff to be able to travel to DOJ headquarters within a reasonable timeframe upon receiving an urgent call from the COR or a higher level DOJ IT manager. Is it the intention of DOJ to restrict this solicitation to only Businesses with a fully staffed Corporate Office or Headquarters located within the approximately 50 mile radius of 950 Constitution Avenue, NW, Washington DC? This seems an overly onerous burden on the Service Disabled Veteran Owned Business track in particular, and may artificially limit competition under this contract. Instead, we recommend allowing at least SDVOSB businesses to demonstrate presence in the area, will full program support (finance etc.) at any location. | RFP Sections 4.3 and 24.3.5.2 TAB D have been revised to clarify the requirement. |
| 4 | 4.4.5 | For small businesses bidding in the Unrestricted category, would a plan for achieving ISO 9001 certification be acceptable (similar to that on the CMMI certification) if the ISO certification is underway? | No. |
| 24.3.5.2 Phase 1 Submission | Labor Category Pricing- b.Table 19-3, Extended CLINs and Total Estimated Price Tables-(6) Subcontracting - (b) First-Tier Subcontractor | The Government has requested identification of each subcontract valued at over $10 million. Without a Task Order Award it is very difficult to asses how much a specific Subcontractor based on their skill set can be awarded. We request clarification on the $10 million threshold. Can we assume a $100 Million Award over the duration of the Base and Option Years to arrive at this threshold. Please Clarify. | Refer to FAR Subpart 22.8, Equal Employment Opportunity and FAR Clause 52.222.24, Preaward On-Site Equal Opportuity Compliance Evaluation. Note that IDIQ contracts are not exempt from this requirement in accordance with FAR 22.807. The Contractor is responsible for determining which subcontractors to report. |
| 4.4.3 | c | In reference to “the Contractor shall ensure its employees on this contract are trained on 'contract-specific' issues such as DOJ ethics, standards of conduct, individual conflicts of interest, confidentiality requirements, DOJ security requirements, the function of reporting, and the importance of quality control and quality assurance,” please provide the web page URLs to these trainings for the contractor’s advanced awareness. | The information requested is not required in order for a offeror to develop a proposal. |
| 4.3 (b) Specifically page 4 | Contractor's ITSS-5 Program Management Responsibilities | Can the government please provide greater clarity to what is meant by "within a reasonable timeframe" upon the contractor receiving an urgent call from the COR or higher level DOJ IT manager? | Reasonable timeframe normally means during the same day of business. |
| 4.4.5 | Quality Assurance and Quality Control | It is stated in-part in Section 24.3.5.3 Phase 2 Submission (C. Tab B (a)) that offerors shall provide evidence of having ISO 9000, 20000, 27000 as applicable. This has the congnitation of meaning it's not required… In section 4.4.5(a)(3), it is stated as if ISO 9001 is a requirement. Can you clarify, please? | ISO 9001 is a mandatory certification for both large and small business offerors, evidence of which shall be provided in Phase 1. The remaining ISO requirements are not mandatory and the degree to which an offeror meets these requirements will be evaluated. Section 24.3.5.3 paragraph (a) has been revised to clarify this instruction. |
| DJJP-17-RFP-1022 | Tabs 19-1.1 & 19-1.2 | In section 4.4.2 (Key Personnel) Paragraph (e), subsection (3). The government states: "Contractor proposals to move any Key Personnel off the the contract or a task order, or from one task order to another shall be submitted in writing at least thirty (30) days in advance of proposed move, and are subject to the approval of the COR, or his/her designee, including approval of the proposed replacement.". Does this thirty (30) day notice cover key personnel that resign their position? In other words, is the contractor required to ensure that key personnel that resign their position give, at a minimum, thirty (30) days notice? | Please read the next RFP section 4.4.2E(4) that addresses key personnel resignations. |
| 4.4.2 | (c) | What Department-provided training or funded training is anticipated for Key Personnel? | Department training or requirements for specialized training may be provided at the task order level for systems or requirements that are unique to the DOJ. |
| 4.4.5 | a | Is it acceptable for the large Prime contractor to have CMMI Level 3 certification in progress, with anticipation of being completed by or near the time of award? | No. |
| 4.4.5 | a | Alternatively, is it acceptable for the large Prime contractor's primary Subcontractor to have CMMI Level 3 or greater certification, if the large Prime does not have it at time of response submission? | No. |
| 4.4.5 | a | Is it acceptable for a large Prime contractor to have ISO 9001 certification in progress, with anticipation of being completed by or near time of award? | No. |
| 4.4.5 | a | Alternatively, is it acceptable for the large Prime contractor's Subcontractor to have ISO 9001 or greater certification, if large Prime does not have it at time of response submission? | No. |
| 4.4.5 | 1st paragraph | Is DoJ a CMMI Level 3 organization? If yes, would DOJ share their CMMI work flow and approval process? is the contractor expected to establish ISO 9001 or CMMI 3 processes for each task? | DOJ is not certified as CMMI Level 3. |
| 4.4.5 | (d) | Does DOJ have a current process & Std Operating Procedure for the application of ITIL practices to their environment? If yes, would DOJ share the policy and high level process? | Yes. But the DOJ Policy and ITIL processes are not required to develop a response to this RFP and will not be provided at the contract level. |
| 4.5.1 | (a) (1) | Will the government be supplying GFE for each person accessing the DOJ environment? If not, what type of GFE does DOJ anticipate providing? | GFE requirements will be defined at the task order level. Generally it includes work space and computer with required software for Government site labor categories. |
| RFP 4.4 Staffing | 4.4.1 Program Manager (a), page 5 | Can the government specify if there are any security clearance requirements for the key personnel Program Manager position? | There are no security clearance requirements at the IDIQ contract level for the Program Manager position. Each task order will specify the personnel security requirements necessary. |
| RFP Section 4 | 4.4.5(a)(1) | On the SDVOSB track will preference be given to companies who already have CMMI Maturity Level 2/3 during evaluation? | It is now a mandatory requirement that all small businesses (including SDVOSBs) have CMMI Level 2/3. The allowance for "a plan" has been removed. Section 4.4.5 of the RFP has been revised accordingly. See Amendment 0003. |
| 4.4.2 Key Personnel | (e) (2) | Will the Government please reword the requirement to read "All replacement personnel must be qualified to assume the duties and responsibilities of the position and provide the same levels of effort as the replaced staff with no adjustment to the prices set forth in the task order." The rewording removes the salary similarity requirement, information that is not normally provided to the Government for Key Personnel on WPRs. | The Key Personnel paragraph has been reworded; however, not in the manner suggested regarding price. See Amendment 0003. |
| RFP | Section 4.2/page 4 | How many Work Plan Request's (WPR) are expected to be issued per year on an average? | No projections have been determined by the Government for average number of task orders per year. |
| RFP | Section 4.4/page 8 | Is there a DOJ Quality Assurance Guideline Document that can be shared as part of the RFP? | No |
| 4.4.5 | (a) | Is the CMMI required for small business subcontractors? | No |
| 4.4.5 | (a) | Are all of the certifications listed in this sub-section required for small business subcontractors? | No |
| RFP Section 5 - Support Services | |||
| Section 5.1.2.1 | n/a | The task areas listed in the RFP are a combination of technical and SETA tasks (e.g., Section 5.1.2.1, "Program Management Support"). Given that the DOJ has historically and appropriately deconflicted these SETA support areas through separate contract vehicles in order to avoid potential organizational conflicts of interest (OCI), how does the government envision mitigating this OCI risk within the confines of the same IDIQ vehicle and competitor pool? | The mitigation strategy used will be determined on a case by case basis, following the procedures of FAR 9.506. |

| RFP Section 6 - Staffing Requirements | ||||
| 6 | STAFFING REQUIREMENTS | Can you provide the current and historical number of FTEs, Levels (B, S, P & E) for each labor category & task order? | The Government has not collected data on number of FTEs for each labor category and task order. | |
| 6. Staffing Requirements | N/A | The government has provided a list of 50 labor categories. |
To address specific or future technologies, can the offeror propose additional labor categories with an associated justification?
| Or, will offerors be allowed to propose additional labor categories for individual WPRs? Please clarify. | The Offeror will be allowed to propose additional labor categories for individual WPRs. | |||
| 6 | 6 (e ) | RFP Section 6 (e) indicates that "if the report is specifically called for as a deliverable under the contract or within a task order, the time expended to prepare such reports is billable at the appropriate hourly rates. The labor categories are not intended to cover these services either." We recommend the Government either remove "The labor categories are not intended to cover these services either" or provide direction for where the cost of preparation should be included. | The sentence, "The labor categories are not intended to cover these services either" has been deleted. See Amendment 0003. | |
| RFP Section 8 - Term of the Contract | ||||
| RFP 8 | 1 | If contract award occurs after October 1, 2017, will 5 year base period pricing be limited to the period ending September 30, 2018, regardless of the number of days/months in the first period, which will result in a price escalation before a full year of contract validity? | The first year of the base period will be limited to the period ending September 30, 2018, even if award occurs after October 1, 2017. | |
| Term of contract and Pricing | 8. and 19.1.5.(d) | In the term of contract section, it states that the base period is from the start date through September 30, 2022. However, in pricing section 19 it states that the projected contract term is date of award and ends "five years thereafter". | ||
| Does the base period have a firm end of September 30, 2022 of will it change depending on the award date? | The Base Period has an end date of September 30, 2022. See revised RFP section 19.1(d). | |||
| RFP Section 15 - Telework Plan | ||||
| RFP 15 | 3,6 | Please clarify that the telework reporting is done by the Contract Program Manager, as opposed each (potential) Project Manager assigned at the Task Order level. | Telework and telework reporting shall be requested by the Program or Project Manager assigned at the task order level. | |
| RFP 15. Telework Plan | page 33 | If coordinated and approved by the COR or his/her designee in advance, and if it does not impede Government priorities, can a resource that is teleworking be located in any CONUS location? | This will be determined on a case by case basis at the task order level. | |
| RFP Section 16 - Other Contract Terms and Conditions | ||||
| Section 16 | Paragraph F | Will the government consider annual SDVOSB re-certification, or at a minimum a first year re-certification? This will strongly discourage graduating SDVOSBs from technically qualifying for award, yet competing for small business task orders during most (if not all) of the base 5 year period of performance (PoP). For example, a firm that is about to exceed the $27.5M size standard could easily withhold submission of its 2016 tax returns until after award. Such a simple additional requirement would support the intent of an SDVOSB set-aside procurement, and help ensure that only legitimate small businesses are included in the SDVOSB pool for most/all of the contract PoP. One way to resolve this issue would be to extend the language in Section 16H beyond just merger/acquisition events. | No. | |
| 16(B) | Fair Opportunity | If the Restricted Track is for SDVOSB, would the Government consider changing it to a Restricted Track for All Small Businesses designating slots for SDVOSB? | No. | |
| 16(B) | Fair Opportunity | If we intend is to submit as a Mentor Protégé JV, is the Mentor Protégé JV required to be approved at proposal submission by SBA to avoid revenue affiliation? | The Government will follow all applicable regulations. | |
| 16(H) | Acquisition and Mergers | If a SDVOSB Prime or JV Prime Contractor changes due to an acquisition or merger (16H) would the Government consider moving that contractor to the UNR Track (or if a Small Business Track) as allowed in 16(F) for SDVOSB Re-certification? | No | |
| Reserved. | ||||
| RFP Section 16 (H) | 1 | Please revise the solicitation to allow an SDVOSB prime who has acquired another small business to remain in the SDVOSB track until the time of recertification at the end of the base period, after which they will be moved to the unrestricted track (just as how an SDVOSB contract holder with organic growth would be treated). | RFP Section 16(H)shall remain unchanged. | |
| Section 16. (B) Fair Opportunity Competitions. | Paragraph 1 | In this paragrpah it states: "When a set-aside is used, SDVOSB prime conrrators shall be required to provide at least 51% of the services required ……" Inasmuch as we will be bidding under a SDVOSB Joint Venture, will the Government accept the requirements of 13 CFR 125.18 (b) (3) (ii)(B.) wherein the SDVO SBC partner (Managing Partner of the SDVOSB prime) shall be required to perform at least 40% of all work done by the [Joint Venture] partners? Is the 40% included in the RFP referenced 51% requirement? | The Government will follow all applicable law and regulations, but will not provide a legal interpretation of them. | |
| Other Contract Terms and Conditions | ||||
| Sub Item (B) Fair Opportunity Competitions | 16 | The RFP states: "The task order solicitation will notify contractors if a set-aside will be used." | ||
| Does this mean that if a set-aside is determined that all vendors - including the unrestricted track - will receive a copy of the issued WPR RFP? Please clarify. | Since the partial set-aside for this procurement action is reserved for SDVOSBs, then If a set-aside is to be used then only ITSS-5 contractors in the SDVOSB track will receive a copy of the RFQ/SOW. | |||
| RFP, 16. Other Contract Terms and Conditions, | (B) Fair Opportunity Competitions | Referenced section states: "When a set-aside is used, SDVOSB prime contractors shall be required to provide at least 51% of the services required." (emphasis added) In accordance with 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set-Aside, paragraph (d)(1) work performed on a set aside by SDVOSB primes AND any SDVOSB subcontractors/teaming partners is added together to achieve the referenced 51% requirement. Please confirm for SDVOSB set aside task orders on ITSS 5, DOJ will allow the work of all SDVOSB qualifying companies to be "counted" to achieve the required 51%. | The Government will follow all applicable law and regulations, but will not provide a legal interpretation of them. | |
| 16 | (B) | Please confirm if it is the government's intent that awardees of the SDVOSB set aside track will not be allowed to compete for WPRs released to the unrestricted track as well as WPRs competed in the set-aside track. | Awardees of the SDVOSB set-aside track will also be allowed to compete for WPRs released under the Unrestricted track. | |
| 16 | (F) & (G) | Will the Government provide notification to all unrestricted track awardees of either the movement of a graduated SDVOSB to the unrestricted track or the addition of new awardees to the unrestricted track as part of an Open Season award? | Yes | |
| RFP Section 17 - Contract Type | ||||
| Contract Type | 17, Subitem (b) | The RFP states: "(b) Task orders shall be awarded on a firm fixed price (FFP), labor hour (LH), or time and materials (T&M) basis as appropriate." |
For labor hour, does this mean fixed price level of effort?
| If not, please clarify the distinction between Labor Hour and Time & Materials basis. | Labor hours means only Labor is required. Time and Materials includes both Labor and ODCs (such as travel). Refer to FAR Part 16 regarding contract types | ||||
| RFP 17 (a) | para. 1/page 41 | Please confirm that offerors who demonstrate Government approved Forward Pricing Rates will satisfy the intent of the RFP reference to "reasonable handling charge factors". | As the ITSS-5 program is not a cost contract type, the Government does not look into any cost elements which comprise the fully burdened and fixed rates or approved G&A. The Government is looking for one handling charge that will be used throughout the ITSS-5 contract periods of performance. | ||
| RFP Section 19 - Pricing | |||||
| 19 | Page 45, 19.3, (3) (A) | Government Estimated ODCs and Pg 46: (3) Handling Charge Factors: We do not have a Handling Charge Factor. Our approved accounting policies and procedures include application of G&A to all travel and ODCs. Please confirm that we can bill our ODCs with G&A up to the HCF CLIN ceiling amount | Yes. | ||
| 19.2 | Minimum and Maximum Aounts, para (b) | Is there a portion of the $1.6 billion contract value set aside for the SDVOSB track and if so, can the government share that amount or percentage? | There is no contract value set aside for the SDVOSB track. | ||
| 19.4 | para (a) and para (d) | Paragraph (a) states that the Option Period One ceiling rates will be applied to task orders awarded during the Base Period which extends into Option Period One of the contract. However, Paragraph (d) states that escalation will not be retroactively applied to task orders already awarded (in place) unless they specifically definitize its inclusion. Does this mean that for a Task Order awarded and in place during the Base Period that extends into Option Period One, that the Option Period One ceiling rate excluding any escalation will be the prevailing rate for the entire period of performance for that Task Order? | Task order hourly rates may be adjusted, if specified in the task SOW, for task order option years that extend into Option Period One of the contract. Otherwise, Task order hourly rates will remain unchanged from the original pricing awarded under the task order. | ||
| RFP 19.3 | 1.c.ii | Please confirm that this adjustment factor is applied to the ceiling rate in that a discount could not be applied that would accommodate non-WDC additional costs. | The question is unclear and therefore cannot be answered. | ||
| RFP 19.3 and Attachment 1 | 3.A.a (RFP), Table 19.2 (Attachment 1) | Please confirm that the evaluated amount for Expert Consultants (CLIN X050) is a "plug number" since no HCF is applicable and modify Attachment 1 so that no entry can be made in the HCF Cells F through O for Line 6 (Expert Consultants). Otherwise, please clarify the instructions for Expert Consultants, the applicable HCF, and Attachment 1. | The Offeror shall make no entry in the Table 19-3.3 ODCs HCF Cells F through O for Line 6 (Expert Consultants). The Offeror shall make entries in the Table 19-2 Cells F through O for Line 6. | ||
| RFP19.3 | 3.C | If a subcontractor travels on a Task Order and the prime must process the travel cost reimbursement submission to the Government, how does the Government expect both Prime and Subcontract costs will be recovered when the HCF is only applied at the Prime Contractor level? | It's the responsibility of the Prime Contractor to manage it's relationship with subcontractors. | ||
| RFP 19.4 and RFP 24.3.5.2 and Attachment 1 | b and c (RFP 19.4), D.a.1 (RFP 24.3.5.2) & Table 19-1.2 (pricing worksheets) | In addition to the adjustments needed to the spreadsheet to include calculations and formulas that are referenced in the instructions, more clarity is needed regarding the ceiling multipliers and escalation rate reductions. Specifically, if the Government is going to apply the ECI to the actual post-award contract option pricing, we recommend that a standard ceiling multiplier be applied in the spreadsheet for all bidders and the instructions be modified to reflect this. In other words, if the Government applies a 5% escalation for evaluation purposes, then the escalation rate reduction analysis will allow even comparison across all bidders. As it is now, the spreadsheet format notwithstanding, the ceiling multipliers and escalation rate reduction analysis will likely create an extremely broad data set to evaluate. | The Government will not apply the escalation rate for evaluation purposes because it may not be consistent with the escalation the Offeror is proposing in the Base Period of the contract. IAW RFP Section 24.4.1, Price Evaluation paras (d) and (e ), the Government expects the Offeror to propose balanced and reasonable escalation across the ten-year life of the contract. In addition, see answer to question 202. | ||
| 19.3 Pricing Tables | Section 1 - Page 43-44 | The RFP states that a single set of rates are to be provided and that rate adjustments may be made on future task orders if work is performed outside of the Washington D.C. area. Will the government also allow for rate adjustments on task orders that require personnel to have a Top Secret or higher clearance level? | No. | ||
| 19.4 Pricing Adjustments - Option Period One/Attachment 1 - Table 19-1.1 and Table 19-1.2 | Section (c) - Page 47/Escalation Rate Reduction | The RFP states that contractors may propose to apply a reduced escalation which will be reflected in the pricing adjustment for each labor category and applied for all levels, however the Escalation Rate Reduction column in Tables 19-1.1 and 19-1.2 don't seem to have any impact or adjustment to the pricing in Attachment 1. Will the government fix the pricing template to account for the Escalation Rate Reduction or provide further explanation how this column impacts the evaluated pricing? | See answer to question 202. | ||
| 19 | 19.4 | Can the government please further clarify pricing escalation? Is it correct that the contractor should bid one set of rates for the Base Period (which covers 5 years) with no annual escalation? For the Option Period, rates would escalate each year 6-10? If correct, would the government consider an annual escalation rate for the Base Period? | The Offeror shall bid rates in the Base Period with escalation applied across years two through five. For the Option Period, rates escalate based on the Offerors value entered for the ceiling multiplier. | ||
| 19.6 | Travel Expenses, page 47 | From a team building perspective, we would like to make sure we have the appropriate coverage. Can the Government provide historical information on travel locations, number of trips and duration under the current ITSS-4 contract? | The Government has not collected data on number of trips and duration under ITSS-4. Historically, travel is required infrequently since most DOJ component locations requiring IT services are in the WDC area. |
