Vendor Questions and DOJ Responses, September 19, 2016
No.
Vendor Question
DOJ Response
Are there two sets of assets tags (DOJ and EOIR)?
Yes.
DOJ Asset Tag – for DOJ asset accountability EOIR Asset Tag – EOIR asset management tag
Which items are going to be tagged (i.e., are all rear rack rails and caster base tagged, or only the rack itself?
Only the items installed into the racks will be tagged. The racks and rack accessories will not be asset tagged.
Should the racks be shipped assembled I.e., rear racks installed, power strip installed, door installed)?
Or should all orderable parts be shipped separately?
All orderable parts should be shipped separately.
Some manufacturers package the “or equal” items differently. For example, six speakers to a box in place of 2. Or 500 feet of cable in place of 1000.
Should we repackage the “or equal” items to match the make/model specified?
Will two (sets of) asset tags be used for FAP62T boxes which contain two speakers?
Will boxes of cable be tagged?
We assume that there are 56 ship to locations. Will all locations receive the same items (e.g., will we need to split the 28 cases of 1000 ft. cable – item 31
– into 56 shippable items?), or are the quantities (including wire) different for each location (and when will we be told the differences)?
Not all locations will receive the same items.
The quantities may be different for each location.
You will be told of the differences for each location two weeks prior to shipment.
Do you expect packing lists to include asset tag numbers and serial numbers?
Please confirm that once the 60% and 100% inspections have been completed, the invoices for those items will be payable 100% (no retainage).
Confirmed.
Please confirm that inspections occur once the product has been received but before asset tags are applied.
Confirmed.
What happens when the shipping cost exceeds the Government’s estimate of $150K. For example, besides basic shipping, the shipping costs would also include insurance, inside delivery, setup, and removal of packaging?
Shipping costs will be closely monitored, and additional funding will be added if needed.
Please confirm that “placement of the items in the locations specified by EOIR” does NOT mean unboxing the materials and that all materials will be placed in the same unloaded location (e.g., you will not direct that some items be stored in room x and some in room y).
Placement of the items in the locations specified by EOIR” does NOT mean unboxing the materials.
All materials will not necessarily be placed in the same unloaded location. EOIR locations may have multiple floors and/or rooms where the materials will be placed.

Some of the locations could be delivered by the contractor. How would the contractor be compensated for that location?
EOIR does not differentiate contractor shipping vs non-contractor shipping. Shipping cost will be reimbursed from the shipping CLIN.
Manufacturer warranties begin at time of order. It is therefore likely that many of the items shipped will arrive at the customer location after their warranty has expired. Please confirm that this is acceptable.
This is acceptable.
