Clarification of Government Response to Industry Questions
Solicitation DJJI-09-RFP-0544 Language Interpretation Services
The following clarification is provided regarding Government responses to three questions included in the Industry Q&A document posted on Friday, January 09, 2009.
Question 59
Question: Can you please verify whether the Government wants subcontracting goals to be based on total contract dollars (resulting in at least 42.9% of all contract revenue to go to subcontractors) or whether subcontractor goals are intended to be based on total subcontracting dollars?
Response: All of the subcontracting goals represent the percentage of the planned subcontracting dollars, not the total contract dollars. Please be aware, however, that the points allocated for Small Disadvantaged Business participation per Section M.2.1(4) of the solicitation will be based on the percentage of total contract dollars a vendor is allocating to small disadvantaged businesses.
Question 63
Question: Your response to Question #63 states that both the names of the interpreters and their qualifications should be included. Is this list to be included with our proposal?
Response: You do not need to provide a list of all interpreters in your proposal. This list will be provided sixty days after contract award in the Interpreters Qualifications Matrix that is included in the contractor’s Quality Assurance Plan. However, you do need to state in your proposal the number of interpreters available for each language and discuss the distribution of interpreters necessary to meet the requirements of the contract.
Question 66
Question: The second paragraph of the Government’s response to this question indicates that only first-tier subcontractors will count toward meeting the small disadvantaged business participation goals. Is the term “first-tier” meant to be inclusive of all direct subcontractors to a Prime Contractor, or just subcontractors to whom a Prime Contractor expects to subcontract $10 million or more of over the life of the contract.
Response: A “first-tier” subcontractor is any subcontractor to whom the prime contractor has issued a subcontract; it is not just a subcontractor to whom the prime contractor expects to subcontract $10 million or more.
