January 09, 2009 Page 1

The following revisions are hereby incorporated into Solicitation DJJI-09-RFP-0544.

1) Vendor questions submitted in response to this solicitation along with the Government’s responses to these questions are hereby incorporated as part of this solicitation as attached.

2) Section B.1, entitled “General”, paragraphs (b) and (c), are hereby revised to read as follows:

(b) The proposed contract is expected to include a base period and five (5) option periods as described below:

Contract Term

Base Period 07/01/09 thru 06/30/10

Option Period I 07/01/10 thru 06/30/11

Option Period II 07/01/11 thru 06/30/12

Option Period III 07/01/12 thru 06/30/13

Option Period IV 07/01/13 thru 06/30/14

Option Period V 07/01/14 thru 06/30/15

(c) The anticipated date of award for the proposed contract is April 01, 2009; full performance of the contract is expected to commence by July 01, 2009. Because the continuing provision of language interpreter services is essential to continuity of the program, it is critical that the phase-in of Contractor personnel and the assumption of ongoing tasks is accomplished in a well planned, orderly and efficient manner, utilizing the Transition Plan provided by the contractor in accordance with Section L.3.2.2 of the solicitation. The specific phase-in assistance to be provided will be determined by the Government and provided to the Contractor, via separate order(s) issued by the Administrative Contracting Officer.

3) Section F.1, entitled “Term of Contract”, is hereby revised to read as follows:

The contractor shall have no more than ninety (90) days from the date of contract award to complete its phase-in activities (see C.3.13). The period of performance of the contract shall commence upon conclusion of the phase-in period (as indicated by the issuance of interpretation service requirements against the contract) and end on June 30, 2010. Five additional option periods of twelve (12) months each may be exercised at the discretion of the Government. The phase-in and phase-out periods are not considered to be part of the total contract period.

4) Under Section J, entitled “List of Attachments”, Attachment (12), entitled “Confidentiality Agreement”, is hereby incorporated into the solicitation as attached.

5) Section L.3.2.2, entitled “Management”, paragraph (7) is hereby revised to read as follows:

7) A Transition Plan that addresses how the offeror will assume contract performance requirements. Assume that the contract will be awarded on April 01, 2009, with the transition/start-up period to be completed - and full performance to commence - on or before July 01, 2009. Provide a detailed schedule and describe how you will ensure that all staff have been cleared, are fully trained and prepared to assume all contract duties at the close of the transition period. Identify all estimated costs that will be directly billable to the Government during the phase-in period (i.e., prior to 07/01/09).

6) The proposal due date of January 15, 2009, is hereby revised to January 27, 2009.

7) All other terms and conditions of Solicitation No. DJJI-09-RFP-0544 remain unchanged.
