Solicitation Questions & Answers
Question # Section Paragraph
Ref. Question/Comment Answer
1 C.1
Can you provide an estimate for the number of engagements per year the Contractor will be responsible for?
There is no annual estimate to provide at this time. The Government anticipates that the Contractor will assist COPS in site identification and selection in the initial task order.
2 C.3, C.8.2
Regarding the separation of assessment from monitoring in site work, will the Site Specific Project Manager oversee the work for both phases, or do you envision separate SSPMs at a single site for each phase?
We envision separate SSPMs for each phase.
3 C.4 Task 3
1) Is there a preference from the COPS Office that 1) the prime contractor manage and lead each collaborative reform task order by incorporating qualified experts from subcontractors into a prime-led team or 2) that the prime contractor oversee highly qualified individual subcontractor-led teams that lead and manage individual task orders, but report through and take direction from the prime contractor? In either case the prime contractor would be the single point of contact for the COPS Office through the Project Director and Project Manager.
The Government does not have a preference for the Contractor's proposed operational structure.
Please note that the administrative Project Manager in Section C.4, Task 3 is the same position as the Site Specific Project Manager referenced in Section C.8.2.
4 C.4 Task 13
Do you envision that the Contractor will develop site-specific assessment research protocols/tools (e.g., surveys, interviews, focus groups) separate from the work that will be done by the contracted evaluator responsible for the overall assessment of Collaborative Reform, or will the contracted evaluator be solely responsible for developing survey and interview protocols/tools?
Yes, the contractor performing this requirement will be expected to develop site-specific protocols and tools.
5 C.4 Task 18
Task 18 states that "a new and separate project team should be identified who is responsible for monitoring the implementation of the stated recommendations".
Can the Government explain the rationale behind why this must be a separate team? The assessment team will have a profound understanding of the findings and recommendations, and would seemingly be in a better position to evaluate implementation rather than a new team starting from scratch.
This is to ensure the objectivity of the monitoring of the stated recommendations.

Solicitation Questions & Answers
Question # Section Paragraph
Ref. Question/Comment Answer
6 C.8.2
Can you articulate the distinction between the role of the Site Specific Project Manager and the Specialist;
both have similar descriptions of duties and background and prior experience requirements?
The Site Specific Project Manager is the lead for each site. Specialists provide needed support to specific areas, such as data analysis and evaluation; document review; program and/or policy review; etc., which can vary per site.
7 L.5 Para a
Will the Government consider an extension of the delivery date due to the challenges of a Monday morning delivery before 11:00 a.m.?
Yes. The RFP will be amended to change the hour for proposal submission 11:00 a.m. to 4:00 p.m. ET. The submission date, August 3, 2015, remains unchanged.
8 L6 D
Does the 75 page limit for the proposal include attachments, or can we provide attachments (e.g., work samples) that do not count against the 75-page limit?
The Government is not asking for work samples in this RFP. If work samples are included as part of the technical proposal, they will be subject to the page limitation.
9 L6 D Should the 75-page technical proposal be double-spaced? No, it should be single-spaced.
10 L.6.1.5 Para e Should the Price Table referenced be named J-6?
Yes. This was a typographic error. The RFP will be amended to correct the reference to read J-6.
