Questions and Answers -- Request for Proposals No. DJJB-14-RFP-0848 Private Counsel Debt Collection – Connecticut March 5, 2014

1. Question: Are there any incumbents?

Answer: Yes. The incumbent contractor is Witherspoon Law Offices. Contact information is available at the firm’s website, www.witherspoonlawoffices.com.

2. Question: What is value of any incumbent contract and what are the billing rates?

Answer: We do not disclose individual contractor prices/rates as that information is considered sensitive and proprietary.

3. Question: What percentage of the work performed under this contract will be on a contingency basis? At what price?

Answer: The Government anticipates sending mostly secured debts to private counsel at the beginning of each contract term. However, the solicitation requires private counsel to price all CLINs and each awarded contract will require private counsel to execute the work based on actual debt case assignments. It is not possible to project pricing in advance of case identification and assignment, which is a post-award function.

4. Question: What is the estimate of the project volume in amount and in dollar terms contemplated in each contract?

5. Question: What is the projected volume of the fixed price work, the contingency work and the uncollected amounts?
