The United States Department of Justice (DOJ) is soliciting offers in response to the attached Request for Proposals (RFP) number DJJB-14-RFP-0848, for private counsel debt collection services for the District of Connecticut. This is a full and open competition, anticipated to result in multiple awards.

For your convenience, an outline of the RFP by section is provided below, with bolding added to those sections of particular importance to your understanding of this requirement and the proposal process:

Section B Supplies or Services and Prices/Costs

Section C Statement of Work

Section D Preservation, Packing and Marking

Section E Inspection and Acceptance

Section F Deliveries or Performance

Section G Contract Administration Data

Section H Special Contract Requirements

Section I Contract Clauses

Section J Attachments

Section K Representations, Certifications & Other Statements of Offerors

Section L Instructions, Conditions and Notices to Offerors

Section M Evaluation Factors for Award Sections A through J will survive this pre-award stage of the acquisition process and remain in the resulting contracts. Sections K through M will not appear in the resulting contracts.

Critical dates applicable to this procurement are as follows:

February 20, 2014 1:00 p.m. ET Pre-proposal conference (See L.2) February 25, 2014 4:00 p.m. ET Solicitation questions due (See L.3)

March 24, 2014 12:00 p.m. ET Proposals due (Section L.5) It is the Government's intent to make award selections based on initial proposals; however, I reserve the right to determine a competitive range, engage in discussions, and request proposal revisions if deemed necessary (Section L.9, FAR 52.215-1). If you are new to the Federal acquisition process, I encourage you to become familiar with the following important FAR clauses applicable to this procurement and available at www.acquisition.gov/far.

52.204-7 System for Award Management

52.215-1 Instructions to Offerors -- Competitive Acquisition Amendments to this RFP, if any, will be posted on GSA's Federal Business Opportunities (FedBizOpps) website available at www.fbo.gov. Offerors must acknowledge amendments in block 14 of the SF 33.

Offerors are responsible for submitting proposals and any modifications or revisions thereto so as to reach the Government office designated in Section L.5 by the due date and time specified in the RFP and reiterated herein.
