Q: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A: The incumbent contract is DJJ11PSSEP0165 awarded to Integrated Security Technologies, LLC.
Q: The announcement page indicates that the July 10th release is Type: Other (Draft RFPs/RFIs, Responses to Questions, etc..) Is this correct? Is this a Draft RFP/Responses to questions?
A: This is incorrect, the synopsis was issued as a combined solicitation/synopsis.
Q: The document provided for download in association with this opportunity (on page 20 of 20), indicates that: “Award will be based on the technical proposal that offers the best technical approach to the government, including cost.” Yet – there is no indication what sort of information is requirement in our submittal.
A: This requirement is being conducted Under FAR Subpart 13.5 Test Program for Certain Commercial Items, as such a Request for Quotation (RFQ) was attached a quote is required. The Basis for Award will be amended to read “Award will be based on the quote that represents the best value to the government in terms of Technical Merit, Technical Approach, Past Performance, Services Offered and cost. Quotes must include vendor DUNS and vendor must have a current SAM registration. Quotes are due by 4pm ET on July 31, 2015. No telephone inquiries will be accepted. This is a small business set-aside; the NAICS code is 561621, and the size standard is $12.5M.”

A: This procurement will be conducted in accordance with the FAR found at https://www.acquisition.gov/?q=browsefar, specifically FAR Subpart 13.5.
