44 L.13.1.4.4
Section L.13.1.4.4 requires offerors to bid ODCs anticipated in support of CLINs 0001, 0002, and 0003.
This requirement contradicts B.1.C, B.1.F, and Attachment 3 which require ODC in support of travel, per diem, etc. associated with CLIN 0002. If the Government intends offerors to bid ODC for CLINs 0002 and 0003, then offerors need detailed historical information on CLIN 0002/0003 to effectively bid.
Section L.13.1.4.4. has been updated to reflect this clarification.
Any applicable ODC charges shall be in support of CLIN X002 and X003 for related travel, per diem, etc. The Government anticipates that a minimum amount of travel outside of the Washington, DC metropolitan area will be required. Therefore, the Government has provided an estimated amount for ODC charges. The estimated amount for CLIN 0004 is $35,000. The estimated amount for CLIN 0005 is $1,400. Attachment 3 has been updated to relect this change.
Yes
45 L.13.2.4
Please verify that L.13.2.4 requires key personnel resumes for CLIN 0001. In paragraph L.13.2.4 the Government’s requirement for key personnel resumes appears to mandate that the proposal shall contain resumes for all key personnel associated with the firm, fixed price work associated with CLIN 0001 since that is the actual, core work on the contract. Further, it appears that in accordance with C.10.1.1, the apparent successful offeror must furnish key personnel resumes associated with CLIN 0002 when the Government orders IDIQ work in accordance with paragraph H.2 of the contract.
Resumes are required for all Key Personnel at the time of proposal submission for CLIN 0001 (FFP effort only). Additional resumes will be required for the CLIN 0002 Key Personnel at the time services are ordered.
No
46 L.13.2.5.B Verify that the Government requires two example contracts from the prime and two example contracts from each first tier subcontractor.
Yes, the Government requires two references from the Prime Offeror and two example references from each first tier subcontractor. See the Government response to Question # 25.
No
47 L.13.2.5.B
In the interest of page count and brevity, would the Government consider changing the requirement for first tier subcontractors to “one reference for a project commensurate with their anticipated work share on DOJ MMW&R” in paragraph L.13.2.5.B?
No, see the Government response to Question # 25. No
