Section Document Question Answer

1 Header Appendix C

The Solicitation/RFQ number in FedBizOpps is listed as DJF-17-1400-PR-0001411.

However Appendix C (Past Performance) shows a slightly different number of DJF-17-

2200-PR-0001411. Should we assume the RFQ# listed within Appendix C is incorrect?

The correct number is DJF-17-1400-PR-0001411.

Appendix A -

Product

Requirements

Appendix A, Row #2 lists a “Mylar Blanket” with the request that it be Orange/Silver.

May we assume a compact metallized emergency blanket using any similar substrate

(Mylar or PETG) that is high-vis orange and silver on the opposite sides is adequate?

The current standard for nearly a decade has been PETG over “Mylar” as it doesn’t tear as readily in the field when punctured.

Please provide the mylar blanket rather than PETG.

Appendix A -

Product

Requirements

Appendix A, Row #7 lists a “Mirror, Signaling” with the characteristics that it be polycarbonate, and a size of 2”x3”. Since the M2 pouch’s dimensions will allow for the carry of items up to 3”x5”, may we offer a larger (albeit more capable but still lightweight) polycarbonate signal mirror with one-handed, retro-reflective sighting abilities as long as it fits the M2 pouch as intended?

Yes, a 3"x 5" mirror is an acceptable substitute to a

2" x 3" mirror of similar characteristics.

4 2

Appendix A -

Product

Requirements

Appendix A, Row #10 lists a Platypus 1 Liter Collapsible Water Bag. We carry Platypus and can provide either the 1L or 2L water bag, each of which have the same sized threaded spout and other features desired, but the 2L doubles the usable capacity. The

2L is not much bigger when empty/rolled up and would fit in the Stainless Nalgene, but also know that it’s about $4 cheaper than the 1L model. Would the 2L added capacity and lower price be preferred, or does the customer want to stick with the 1L size?

The requirement is for the Platypus 1 Liter Collasible

Water Bag. The 2 liter bag is not acceptable for this requirement.

5 2

Appendix A -

Product

Requirements

Appendix A, Row #11 lists a Nalgene 1 Liter Stainless Bottle. Nalgene currently makes two sizes of stainless bottles, each of which are slightly on either side of the 1L requirement at 32oz and 38oz respectively. Each of these two models costs the same amount. We would recommend the 38oz for its larger capacity as the 32oz is only slightly tapered at the bottom to help fit in cup holders – not a field requirement. Does the customer have a preference on either, or may we stick with the 38oz. model?

The requirement is for the 38oz. bottle.

6 2

Appendix A -

Product

Requirements

Appendix A, Row #17 lists a ‘roll’ of Duct Tape with the characteristics of 1” wide. The

‘standard’ width of most small/mini rolls of duct tape in the outdoor market are 2” wide and varying lengths from 26” to 50” to 100”. The only 1” wide commercially available offering is by the brand “Duck Tape” which does have a product that is 1” wide by 180” (15ft) and in black, but is on a standard sized 3” diameter cardboard spool. Is that the preferred component configuration, or does the customer prefer the

2” wide “mini” roll on a 0.25” mini-sized (more compact) spool?

The government requires 2" wide x 100" long duct tape.

7 2

Appendix A -

Product

Requirements

Appendix A, Row #18 lists the INOVA™ Microlight with its salient characteristics, but does not mention the desired LED color. Does the customer prefer full spectrum white, or some other wavelength for the LED?

Black body, white LED.

8 3

Appendix A -

Product

Requirements

Appendix A, Row #21 lists the Dynamed™ Emergency Blanket yet does not indicate whether this is a brand name or equal requirement, nor does it list the desired salient characteristics. Since Dynamed makes two different blanket offerings, can you confirm which product is desired? One is similar to a standard Mylar Emergency Blanket, which is already addressed in the PSI section (Row #2), and the other is a Disposable Blanket with the same dimensions (approx. 54” x 80”) but is made of a thicker laminate based material with a waterproof outer layer and a softer thin foam insulated inner layer. Can we get clarification for this component as to which product is desired?

Yes, the Dynamed Emergency Blanket is a brand name item. See Appendix A - Product

Requirements, Amendment #1.

9 3 & 4

Appendix A -

Product

Requirements

Appendix A, Rows #24 & 25 are identical. Is this an oversight where another brand/model of bag was intended, or are we to place the same pricing in each row for this particular Maxpedition Sling Pack?

Yes, this is an oversight. Item #25 is deleted. A new product list is provided as Appendix A - Product

Requirements, Admendment #1.

3. Section 3, Pricing

Appendix A

Product … and

Statement of

Work

We understand that offerors are to add the pricing for kitting labor (procurement, receipt, component function QC checks, configuration, assembly, final kit QC, packaging to Destination, etc) as well as shipping/freight costs (FOB Destination) for all items within the PSI and II lines, #1-23. For those OI packs & bags listed in lines #24-32, is it expected for offerors to add amortized FOB Destination shipping costs for each line item individually as a “fixed” unit price that includes shipping to Quantico, VA since there is no separate shipping line for those items in bulk orders of 40? Is there a desired method to account for shipping costs in the OI lines that would be preferred by the Procurement Section?

The FBI is no longer considering order items #1-23 as individual items in groups of 40. These items will be received as kits in units of approximately 40 kit per order. The price for the items #24-27 should be the fully burdened cost (shipping, packaging, etc.) of no less then 40 items.

11 N/A N/A

Do all items need to be TAA and/or Berry compliant? The Trade Agreements Act (19

U.S.C. § 2501–2581), which is intended to foster fair and open international trade. TAA requires that products must be produced or undergo “substantial transformation”. The

Berry Amendment (USC, Title 10, Section 2533a), requires the Department of Defense

(DOD) to give preference in procurement to domestically produced, manufactured, or home-grown products, most notably food, clothing, fabrics, and specialty metals?

The Berry Amendment does not apply to this requirement since it relates to DoD. Non-brand name items must be of high quality and similar to the items referenced. Items that Offerors believe are equilvant to the brand name items should be sent to the technical evaluation team by 18 January.

See the address below.

13 Section 2.2 Evaluation

Factors

Items the offeror deem as equal to the brand name items shall be sent to the evaluation team for consideration. The item must reach the evaluation team point of contract no later than 18 January 2017 at the offeror's expense. No samples will be returned. Please identify the item number, company name, and "Solicitation: DJF-17-

1400-PR-0001411" with the item(s). The point of contract for the FBI is: .
