Sheet1 RFP - DJF-17-1200-R-0000064 - Question & Responses - Aircraft Maintenance Support Services

#ReferenceQuestionResponse
Evaluation (52.212-2)Are resumes required for the key positions?Yes. In the evaluation factors, under IV. Technical Ratings, Sub-factor A: Key Personnel, resumes and letters of intent or letters of committment are required for key personnel. Signed letters of intent are required for candidates who are not currently employed by your company. A letter of commitment is required for current employees to include incumbent employees.
RFPWill there be an overtime CLIN?See Section J, Price Template.
Statement of WorkAre there any vehicle requirements? This contract does not have a requirement for contractor employees to posess a license to drive government vehicles. Mechanics may be required to use government furnished equipment to reposition aircraft.
Statement of WorkAre there approved hangars to perform paint or corrosion control maintenance? (When respirators are required)The FBI hangars where respirators are required have OSAH approved facilities for minor painting and composite material repairs.
Statement of WorkHow many total ASU positions are there? Is it 7 positions per ASU (ie. 7 in Manassas, 7 in Los Angeles, 7 in New York) or is it 7 total ASU positions posted among these three locations. The ASU requirement has increased to eight (8) mechanics and one (1) inventory specialist. The breakdown is for five (5) mechanics and one (1) inventory specialist in Manassas, VA; one (1) mechanic in Lakehurst, NJ; and, (one) 1 mechanic in Point Magu, CA. NOTE: In the initial solicitation documents Point Magu, CA was identified as Los Angeles, CA.
Statement of Work, Section 4.3 and 4.4Please clarify the Contract Lead Mechanics responsibliites as it refers to the term "manage" in section 4.3 and 4.4 in the Statement of Work.As a means of efficiency, the Contract Lead Mechanic is expected to be the local point of contact to coordinate the efforts of the other contract mechanics working at the THU site and to shorten the lines of communication internally and externally. It is not the intention of the government to specify management structures or any other human resources defined roles for the vendor. References to Contract Lead Mechanic related to ASU have not been removed. ASU does not require the role of Contract Lead Mechanic.
GeneralAre you able to provide an estimated/desired start date? The FBI anticipates a contract award in September 2017.
RFPthe SOW calls for a total of 21 positions, 14 in support of THU and 7 in support of ASU, but the Section B breakout only accounts for 20. Can you please provide clarification? The total number of people required for this effort is 22. THU requirement is for 14 mechanics consisting of 13 Airframe and Power Plant Specialist (A&P) and one (1) Lead A&P with performance in Quantico, VA. The ASU requirement has increased to eight (8) from seven (7). The breakdown is five (5) mechanics and one (1) inventory specialist in Manassas, VA; one (1) mechanic in Point Magu, CA; and one (1) mechanic in Lakehurst, NJ; .
GeneralCan you please provide guidance on the purpose for including the CBA? Specifically, whether or not there is an expectation that employees of the selected vendor would need to become Union members? The SkyQuest Collective Bargaining Agreement (CBA) was included in lieu of the Department of Labor Wage Determination for aviation mechanics to comply with the Federal Acquisition Regulation 22.1008-2. The decision of selecting a Union for collective bargaining is a decision external to the government.
RFPThe RFP identifies each volume by conflicting titles such as Volume 1, Volume C and Volume E. Please clarify the title for each and the quantity volumes.Proposal volumes shall be identified with Roman numerals I, II, III, IV, and V. If separate volumes are sent as email attachments then the email title should be labeled as: "RFP-0000064 - Volume IV - Technical". Within Volume IV - Technical, Sub-factors A through J should be identified accordingly. One email may be used for smaller volumes. It is recommended that attachments are emailed to manage file size. Do not include pricing information in any other volume other than Volume V - Price.
RFP, Section E, pg 39The RFP states “Responses shall be emailed with the subject line of: “RFP-0000064 – Vol #”.” We understand that all volumes can go in a single email – is this correct? The only restriction to combining all volumes in one email attachment is file size. As long as the volumes are clearly marked you may combined one or more volumes as an email attachment. You may send more than one email.
SOW, para 12, pg 14The SOW states, “Content of tool boxes are contained in Attachment #1, Tool Box Contents.” Please provide the attachment.Attachment #1, Tool Box Contents is added to the SoW amendment.
SOW 4.3 and 4.4. and Labor Category Tables Pg 3-6The SOW requires a "Contract Lead" for THU and ASU. However, the pricing table only identifies a contract lead in THU. Please clarify and modify the table to reflect the requirement for a Contract lead for ASU.The Contract Lead Mechanic is only required in THU. The SoW is amended to reflect this correction on page 8 of the amended Statement of Work.
Sec. B Continuation of SF1449, Block 20, para. 1, Procurement Objectives, pg. 2The RFP requires a breakdown of wage, H&W and other benefits to arrive at a Fully Burdened Rate. This level of detail is normally not required in a competitively awarded Commercial FFP contract. The solicitation has now been amended to only require the fully burdened labor rate, per Section J, Price Template. Volume V - Price must now contain a statement signed by an officer of the company that certifies that he/she understands that the rates for personnel proposed for the contract are subject to the Service Contract Labor Standards Act and the attached Collective Bargaining Agreement.
Sec. B Continuation of SF1449, Block 20, para. 1, Procurement Objectives, pg. 2To be consistent with the FAR, recommend the government consider removing this requirement for detailed cost elements and only reflect the fully burdened rate x’s total hours of 1920 for each position. The government requires only the fully burdened hourly rate multiplied by 1920 hours for an annual rate for each labor category. The government will pay overtime at rate of 1.5 for each hour worked above an average 40 hour week on a time and material basis. Overtime and Other Direct Costs (ODC) will not be assessed for the purposes for evaluating proposals.
Sec. B Continuation of SF1449, Block 20, para. 1, Procurement Objectives, pg. 2We recommend the H&W and benefits be included as part of the price volume narrative depicting the offerors elements of total compensation.
2The RFP makes references to a pricing spreadsheet in Section J, however, the RFP does not contain Section J or the referenced pricing spreadsheet. Please clarify.See Section J, Price Template is provided in the amended SF 1449 Continuation Sheet.
Sec. B Continuation of SF1449, Block 20, para. 5, Labor Categories/Draft Task Order, pg. 2:The RFP states that the tables on Pages 3-6 serve two purposes. First, they identify the general scope of the contract. The second purpose is to serve as a draft task order. We understand that all references to the term DRAFT are in error – is this correct? The tables on Pages 3-6 are revised to provide an overview of the labor category structure. The Price Template provides will serve as the initial order for at least the base year and an assumption of the option years.
Sec. B Continuation of SF1449, Block 20, para. 5, Labor Categories/Draft Task Order Tables, pgs. 3-6:The tables contain Labor categories with “0” requirements. We assume that we are to only provide fully burdened rates for those labor categories that contain a number in the Quantity column. Please confirm.Yes. Section J, Price Template is a formatted speadsheet for pricing the requested labor categories for this requirement. The government does not anticipate a change in scope of this contract within the base year.
Sec. B Continuation of SF1449, Block 20, para. 5, Labor Categories/Draft Task Order Tables, pgs. 3-6:We assume that the FBI is looking for a fully burdened hourly labor rate and that the FBI will multiple the proposed hourly rate by 1,920 hours by the number in the Quantity column. Please confirm.See Section J, Price Template which is provided in the amended SF 1449 Continuation Sheet.
Section E Solicitation Provisions, Subsection IV, Technical Ratings, para. (b) Sub-Factor J: Small Business Subcontracting Plan, pg. 44How will the FBI evaluate and assign the adjectival rating to the Small Business Subcontracting Plan Sub-factor J ? Will it be based on a percentage of small business participation on the total contract and has the FBI determined what will be a minimum acceptable (green) percentage on this contract? We recommend the FBI establish firm SB goals and include this in the solicitation and subsequent contract. The government will evaluate Small Business Subcontracting Plans in accordance with clause 52.219-9 using adjectival rating scale provided. The government will evaluate the Small Business Subcontract Plan as Pass/Fail. A pass evaluation is provided the Plan meets all of the elements required in the clause.
RFP pg 13, Warranty of ServicesWe recommend the government provide the historical rejection rate on the services provided. This will increase the accuracy of pricing and the risk assessment for an FFP contract. The government does not have historical rejection rate of services.
RFP pg 52.228-5This clause states “… provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the schedule…” There are no insurance amounts listed in this RFP. Please provide. The insurance requirements are Workers' Compensation, Employer's Liability, General Liability, and Property Liability per the amended SoW.
Sec D.4 CBA, page 38This CBA is a relatively new one negotiated by the incumbent contractor at the end of the contract Period of Performance. As such, many of the pricing factors (i.e. Call Back, Reporting time pay, premium pay) have no historic data by which to establish a FFP price. Please provide the total number of premium tasks/pay to be performed each year. If this cannot be provided, we assume premium pay, on call pay, call back pay, etc. will be treated the same as overtime pay on a separate T&M CLIN. Please confirm. The government does not have historical data on the other price factors such as, call back, reporting time pay, or premium pay. These price factors, including call back, reporting time pay, and premium pay should all be included in an offeror's firm fixed price.
RFP Page 31FAR Clause 52.222-51 is included in the solicitation. This clause exempts offerors with market experience providing similar services and with competitive compensation plans from mandatory compliance with the CBA. Is this understanding correct? The government's position is that this contract is subject to the Service Contract Labor Standards Act, corresponding FAR requirements, and the rates contained in the incumbent's collective bargaining agreement. The exemption is met only if the contractor that sold or traded the equipment is also the same contractor performing the "maintenance, calibration, or repair services
Sec. B Pricing Table and CBAThe RFP states that Offerors shall propose a firm-fixed price labor rate for each contract line item number (CLIN). However, based upon the requirements of the Collective Bargaining Agreement (CBA) there are multiple tiers of mechanics and the pricing sheet does not reflect these levels. The Labor Category Table does not match the Labor Categories in the CBA. Additionally, some labor categories in the CBA (Mechanic 1) would be unqualified to perform IAW the RFP. We recommend the Labor Category Table be revised to accurately reflect requirements and be consistent with the labor definitions of the CBA.The government does not see a need to revise the labor categories.

Evaluation (52.212-2)Page 41 Para. I refers to Attachments A and B; however, there are no Attachments A or B listed in the solicitation. Where can we find “Attachments A & B”?Attachments A and B refer to the Acquisition Risk Questionnaire and the Key Management Personnel Listings (KMPL) respectively. These documents are located in Section D of the 1449, pages 30 - 33 and will comprise the document requirement for Volume I - Security.
Evaluation (52.212-2)How is the Security Evaluation to be titled? Is this a stand-alone volume?See question and response #10.
Evaluation (52.212-2)Page 40, para II states. “… Factor II – Volume B: Part 135 Certificate (Pass / Fail). The solicitation reference a Volume “B” but indications are this volume should be entitled Volume II. How does the USG wand the volume to be titled?See question and response #10.
Evaluation (52.212-2)Page 44, IV, paragraph (a) states, “The Offeror’s proposal shall be identified as Volume D: Technical. 39RFP Section D.2 - KMPLThe Key Management Personnel Listing (KMPL) requires Offerors to submit highly sensitive Personally Identifiable Information (PII) (i.e., SS#, DOB, etc.). This data is required to be encrypted prior to electronic transmission. Please clarify how Offerors should submit this information securely to the FBI so that this PII is protected.Send Volume I - Security as an attachment in a password protected email and/or attachment.
