SECTION2 STATEMENT OF WORK
REQUIREMENT
Weapon Description: The Drug Enforcement Administration (DEA) requires a .308 Winchester caliber carbine capable of semi-automatic fire for issue to Special Agents assigned to enforcement duties in both CONUS and OCONUS. The carbine shall be similar in function, appearance, and construction to AR15 pattern carbines currently in service with DEA. The carbine should be capable of accurate semi-automatic fire out to 300 meters. This weapon must lend itself to efficient operation of all controls for both left and right-handed shooters. Based on required training and operational needs, it is anticipated that a weapon could be required to fire in excess of 10,000 rounds during the service years of the firearm.
Offerors must be the manufacturer of at least one major component part of the weapon in order to submit under this solicitation. The major component parts are defined herein as: Barrel, upper receiver, lower receiver, bolt carrier assembly.
Scope of Contract: The DEA in partnership with the Federal Bureau oflnvestigation (FBI), and other federal agencies have an estimated requirement of 250 carbines over a five year period.
Each carbine shall come in a package consisting of a discrete carry bag, the carbine, an adjustable sling, flip-up iron sights, six 20-round magazines, an owner's manual, and a cleaning kit. The DEA requires the ability to purchase the individual components of the package directly from the selected carbine manufacturer as individual line items. The minimum amount purchased through this statement of work is five (5) carbines the first year of the contract.
Definitions/Glossary

52.212-2 Evaluation-Commercial Items (Jan 1999)
EVALUATION OF PROPOSALS
(a) General
(b)
(c)
(d)
It is the Government's intention to award a single contract through competitive negotiations to the Offeror whose proposal is considered most advantageous to the Government, based on best value. Proposals will be evaluated in accordance with Federal Acquisition Regulation (FAR) 15.305. Evaluation is performed to determine the technical capability and past performance of the offeror, price reasonableness, and ranking with competing offerors.
Evaluation will be done in a three phase process:
Phase I: Weapon Inspection & FBI Ballistic Research Facility Evaluation Phase II: Functional Reliability Testing Phase III: Technical & Business Proposal evaluation
Phase I: Weapon Inspection & FBI Ballistic Research Facility Evaluation
Phase I of evaluation will be conducted in accordance with DEA and FBI .308 Carbine Evaluation Criteria (Exhibit 1 ). As specified in the protocol, a failure during an event will eliminate the weapon from proceeding to any further testing. Only the top three scoring submissions will continue to Phase II testing. The aggregate score derived from each test will be the basis for determining the top three scores. Refer to the scoring sheet in Exhibit 1.
Phase II: Functional Reliability Testing
Phase II of evaluation will be conducted in accordance with DEA and FBI .308 Carbine Evaluation Criteria (Exhibit 1 ). As specified in the protocol, a failure during an event will eliminate the weapon from proceeding to any further testing. Test L: Functional Reliability will be scored Pass/Fail. Tests M: Destructive/Endurance Test and N:
Suppressor Function Test will not be scored and will not impact evaluation.
Phase III: Technical & Business Proposal evaluation
TECHNICAL PROPOSAL (VOLUME I)
FACTOR 1: TECHNICAL CAP ABILITY
The Government will evaluate the offeror's ability to demonstrate an understanding of the requirement, the ability to meet each requirement of the SOW, and their approach to
Page 18of37 meeting the requirements. This evaluation will result in an overall adjectival rating of Exceptional, Very Good, Acceptable, or Unacceptable.
FACTOR 2: PAST PERFORMANCE
The Government will evaluate each Offeror' s experience of similar nature to the work to be performed under the requirement described in this solicitation. Specifically, jobs that are of similar size, scope, complexity, contract type, and period of performance in relation to the requirements of this solicitation are of particular interest to the Government. The government will evaluate up to three Past Performance Surveys received. The Government reserves the right to conduct telephone interviews to validate past performance and to obtain additional information from other internal and external sources. The Government may contact references other than those identified by the Offeror, and use the information received to evaluate past performance of the Offeror, subcontractors, teaming partners, and/or Joint Venture partners proposed. The Government will evaluate the degree to which the Offeror supplies examples of accomplishments to indicate an ability to perform. The quality of the Offeror's past performance will be evaluated based on information the Government obtains through reference checks, its own knowledge/experience, and/or from other sources (i.e.
Contracting Offices, Past Performance Information Retrieval Systems (PPIRS). The Offeror will be asked to respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. The government will assess the confidence level associated with the offeror' s ability to perform the effort described in the solicitation, based on the offeror' s demonstrated present and past performance. The assessment process will result in an overall confidence rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Neutral. Past performance regarding predecessor companies, personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the prime contractor. Offerors with no relevant past or present performance history shall receive the rating of "neutral," meaning the rating is treated neither favorably nor unfavorably.
BUSINESS PROPOSAL (VOLUME II)
The Business Proposal (Volume II) will be evaluated independently of the Technical Proposal (Volume I) and will not be accorded any adjectival rating. The Government will evaluate price using proposal analysis techniques prescribed by FAR 15.4 to include consideration of price reasonableness. Specifically, the Government will evaluate total proposed price for the base period plus all option periods.
BASIS FOR A WARD
Page 19of37
All evaluation factors other than price, when combined, are significantly more important than price. Award may not be based on the lowest priced or technically superior offer but will be made based on best overall value to the Government. This may result in an award being made to a higher rated, higher priced Offeror where the decision is consistent with the evaluation factors and the Government reasonably determines that the technical superiority, and/or overall business approach, and/or superior past performance, of the higher priced Offeror is worth the price premmm.
