Questions & Answers DJD-11-R-0012

1. Section IV, #17, Item 6.0 states questions must identify the applicable section, page number and paragraph. RFP does not show page numbers; therefore no page numbers are used to identify basis of questions.

A: As pages numbering was omitted in the original solicitation document, accordingly they could not be referenced in the question.

2. Section II.a-Specification of a Single Engine Turboprop Passenger/Cargo Aircraft (208B), Item 1.1 Purpose – Fifth sentence states “The Twin Engine Turboprop…”. Revise to read “The Single Engine Turboprop…”.

A: This change has been made in the amended solicitation document, notated with a vertical line to the right of the effected paragraph.

3. Section II.a-Specification of a Single Engine Turboprop Passenger/Cargo Aircraft (208B), Item 3.1, Certification – In the first sentence, the words “acrobatic and commuter” should be removed, as they do not apply to the 208B.

A: The sentence is merely a reference to the title of FAA FAR Part 23 Airworthiness Standards: normal, utility, acrobatic and commuter category airplanes. It does not require the 208B to be certified as an acrobatic and commuter aircraft. Section 3.1 Certification requires the aircraft to be certified in accordance to the applicable portions of FAA FAR Part 23.

4. Section II.a-Specification of a Single Engine Turboprop Passenger/Cargo Aircraft (208B), Item 3.2.1, Aircraft Flight Performance Requirements – The paragraph does not give the conditions for the performance calculations:

a. 3.2.1.a Range – The words “NBAA IFR fuel reserve profile” should be replaced with “45 minutes reserve fuel”

b. 3.2.1.d Take-Off - The first sentence gives the range of temperatures for takeoff. It is not related to the next items for Take-Off Ground Roll and Landing Ground Roll for which specific conditions need to be stated. The following needs to replace the existing text to match the performance of the COTS 208B:

1. Take-Off Ground Roll @ Maximum Gross Take-Off Weight - (Standard Temp at Sea Level with Cargo Pod is 1405ft).

2. Landing Ground Roll @ Maximum Landing Weight – (Standard Temp at Sea Level with Cargo Pod and no reverse thrust is 915ft).

c. 3.2.1.f Payload - Replace “Payload” with “Useful Load”.

A: This change has been made in the amended solicitation document, notated with a vertical line to the right of the effected paragraph.

5. Section II.a-Specification of a Single Engine Turboprop Passenger/Cargo Aircraft (208B), Item 3.4.d, Additional Aircraft Equipment - The “Ten Port Oxygen System” is only for use with the Oasis Interior which is not the interior ordered by DEA. Change requirement to “Oxygen System, Complete 17 Port”.

A: This change has been made in the amended solicitation document, notated with a vertical line to the right of the effected paragraph.

6. Section II.a-Specification of a Single Engine Turboprop Passenger/Cargo Aircraft (208B), Item 5.0, Delivery - Cessna cannot accept a contractual delivery date of 214 ARO. For contract purposes, Cessna can accept a delivery time of 9 months ARO, with no more than two (2) aircraft deliveries per month. In practice, Cessna shall endeavor to provide aircraft to DEA as soon as possible and desired.

A: This change has been made in the amended solicitation document, notated with a vertical line to the right of the effected paragraph.

7. Section II.a-Specification of a Single Engine Turboprop Passenger/Cargo Aircraft (208B), Item 6.0, Warranty - Cessna only offers the commercial warranties of two (2) years for all items a through d. The wording of this paragraph should reference two (2) year warranties.

A: This change has been made in the amended solicitation document, notated with a vertical line to the right of the effected paragraph.

8. Section II.b-Specification of a Single Engine Piston Powered Aircraft (206H), Item 3.1, Certification – In the first sentence, the words “acrobatic and commuter” should be removed, as they do not apply to the 206H.

9. Section II.b-Specification of a Single Engine Piston Powered Aircraft (206H),, Item 3.2.1, Aircraft Flight Performance Requirements – The paragraph does not give the conditions for the performance calculations:

a. 3.2.1.6 Take-Off, Ground Roll - The “900” should be replaced with “910”.

A: This change has been made in the amended solicitation document, notated with a vertical line to the right of the effected paragraph.

10. Section II.b-Specification of a Single Engine Piston Powered Aircraft (206H), Item 5.0, Delivery - Cessna cannot accept a contractual delivery date of 214 ARO. Since Cessna does not meet the reporting requirement of 80 percent, how does the Government want Cessna to respond to this requirement after contract award?

A: After contract award, an official representative of Cessna whom is legally authorized to commit your company must submit a certified statement annually to affirm that Cessna does not meet the requirements of this clause.

No radioactive materials are used in the construction of the 206H or 208B aircraft; therefore this clause should be deleted.

A: In accordance with FAR 23.602 the clause is applicable to this requirement and as such will remain. As the clause reads if either the 206H or the 208B contain radioactive materials, Cessna would not be required to notify the Government. Additionally, the contracting officer may insert the clause in such solicitations and contracts when inclusion of the clause is in the Government’s interest.

The Contractor shall notify the Contracting Officer or designee, in writing, ___60_____* days prior to the delivery of, or prior to completion of any servicing required by this contract of, items containing either (1) radioactive material requiring specific licensing under the regulations issued pursuant to the Atomic Energy Act of 1954, as amended, as set forth in Title 10 of the Code of Federal Regulations, in effect on the date of this contract, or (2) other radioactive material not requiring specific licensing in which the specific activity is greater than 0.002 microcuries per gram or the activity per item equals or exceeds 0.01 microcuries.

ADDITIONAL QUESTION RELATED TO SUPPORT

Would the DEA be interested outside of this proposal to enter into a Basic Ordering Agreement (BOA) to support the IDIQ contract for the 208B and the 206H, which would streamline spares and repair parts support and assist with managing maintenance action items as needed?

A: Any additional services that Cessna is capable of providing in support of DEA’s Mission should be submitted in the form of a capabilities statement. Should the DEA procure for such services in the future, Cessna would be added to a prospective bidder’s list at that time.
