About this file
These documents are technical capability documentation and acquisition justification materials for a vehicle forensics and data sanitization solution being procured by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
Attachment A provides technical specifications for a portable, field-deployable vehicle forensics capability that enables authorized personnel to lawfully acquire vehicle-resident electronic data, analyze evidentiary artifacts, and perform controlled sanitization of sensitive vehicle data when authorized. The solution supports forensic acquisition of infotainment, telematics, and control-module data with cryptographic hashing (SHA-256 or stronger), examiner identification, and activity logging. Analysis and reporting functions include decoding of vehicle data into human-readable formats, timeline reconstruction, event correlation, examiner annotations, and exportable reports in PDF and structured formats. Vehicle-resident data sanitization capabilities identify sensitive data such as location history, paired devices, and user profiles, with controlled deletion workflows, safeguards, sanitization logging, and verification reporting. The solution operates offline/disconnected, includes field-deployable hardware, role-based access control, and secure data storage. Initial operator training, law enforcement certification options, and technical support with software updates are included during the license term. The solution is commercially available without modification, offered under fixed-price licensing, and delivered within standard commercial timelines. It directly supports criminal investigations, evidence development and prosecution, undercover operations, and operational security and privacy risk mitigation.
Attachment B confirms that the solution is listed as awardable on the Tradewinds Solutions Marketplace (TSM), a DoD-led platform evaluating commercial technology solutions under Commercial Solutions Opening (CSO) authority. Because the solution has undergone competitive evaluation, met baseline technical and business criteria, and satisfied competition requirements for subsequent ordering, additional competition is not required. Acquisition may proceed under FAR Part 12 commercial contracting without a Justification & Approval (J&A), and fixed-price commercial ordering is permitted. Civilian agencies, including Department of Justice components, may leverage TSM-evaluated solutions when acquiring commercial technology aligned with agency mission needs and internal acquisition policy. The TSM listing supports market research conclusions, commerciality determination, and post-competition acquisition strategy.
