Quotes exceeding a total contract price greater than $201,000.00 will not be evaluated.

When quoting on the listed brand name or equal items, quoters must ensure that the products offered are either the specified brand name or an equal product that meets the salient characteristics of the brand name items. The offered items must generally conform to the size, material, durability, application, and use of the brand name items listed and salient characteristics listed. It is essential that the equivalent products meet or exceed the performance and quality standards of the brand name items to be considered acceptable for award. Quotations must include detailed descriptions and supporting documentation that clearly demonstrate how the offered products meet these requirements.

Salient Characteristics

CLIN 0001: Dry Suit, NRS Extreme (Triton Fabric) Yellow (required color) Fabric and construction

• 3-Layer Triton™ fabric: The core material is a waterproof and breathable 320-denier, 3-layer nylon that provides dependable protection while allowing moisture vapor to escape.

• Reinforcements: The suit features Cordura® patches in high-wear areas like the knees, seat, and elbows, offering enhanced abrasion resistance and durability.

• Sealed seams: All seams are sealed to ensure complete waterproof integrity.

Sealing and entry

• Gaskets: Latex neck and wrist gaskets provide a waterproof seal against the skin.

• Cuff protection:

o An adjustable hook-and-loop overcuff protects the latex neck gasket.

o 3mm neoprene overcuffs protect the latex wrist gaskets.

• Ankle cuffs: Gathered elastic ankles with silicone dots prevent the cuffs from riding up over boots, and an interior Cordura® panel adds abrasion resistance.

• Integrated socks: The suit features integrated socks made from Triton™ fabric to help keep feet warm and dry.

• Front-entry zipper: A flexible and heavy-duty YKK® Aquaseal™ zipper is placed on the front for easy and quick self-donning and doffing. A protective flap covers the zipper for added durability.

• Relief zipper: A waterproof relief zipper is included for convenience.

High visibility and safety

• Safety yellow color: The bright yellow color is a key feature, providing high visibility for rescue operations.

• SOLAS reflective tape: Strips of SOLAS (Safety of Life at Sea) reflective tape are placed strategically throughout the suit to ensure excellent visibility in low-light conditions.

• Badge patches: Hook-and-loop patches are located on the shoulders for attaching departmental badges or other identifiers.

Additional features

• Cargo pocket: The suit includes one self-draining cargo pocket for small gear storage.

CLIN 0002: Dry Suit Fleece Liner for NRS Extreme

• Warmth and insulation: The union suit is made of a high-stretch fleece that provides outstanding warmth for cold conditions. A men's version uses a 270g fleece, while a slightly heavier 290g fleece is used for a women's version.

• Moisture-wicking: The fleece is designed to efficiently pull moisture away from the skin, helping the wearer stay dry and comfortable even during strenuous activity.

• Breathability: The high-performance fleece is designed to be breathable, preventing the clammy feeling that can occur from trapped body heat.

• Mobility and fit: The fabric is a four-way stretch poly/spandex blend, allowing for full range of motion without restriction. The union suit has a form-fitting design for athletic comfort and easy, bulk-free layering.

• Strategic seam placement: Seam placement is optimized to avoid high-friction zones, increasing comfort during sustained paddling.

• Recycled materials: Newer versions of the liner are built from 100% recycled material, making them a more eco-conscious choice.

• Durability: The fleece is constructed to be durable and hold its original shape over time, and it has anti-pilling properties to keep the fabric soft and cozy.

Features for easy layering

• Gasket-friendly cuffs: The wrists and ankles are designed to be thin and smooth, making it easier to pull the dry suit's latex gaskets over them without snagging or damaging them.

• Stirrups: Stirrups at the ankles prevent the legs of the liner from riding up when donning the dry suit.

• Double-pull zipper: A YKK double-pull front-entry zipper allows for easy entry and convenient relief. A women's version often includes a dropseat for added convenience.

• Interior fabric flap: The zipper is backed by an interior fabric flap to protect the skin from irritation.

CLIN 0003: Personal Flotations Device (PFD), Vector, NRS Ergonomics and fit

• Orbit Fit System: This key feature uses multiple, lightweight foam pieces that create a flexible, pre-curved shape to comfortably conform to the body. This design hugs the torso and reduces the tendency to overtighten the vest, increasing comfort and mobility during long periods on the water.

• Graded Sizing: The amount of buoyancy is adjusted for each size (XS/M, M/L, and XL/XXL), ensuring a better fit and optimal flotation for different body types.

• Medium Profile: The PFD has a medium-profile design, with flotation panels that cover more of the torso compared to low-profile vests.

• Side-Entry and Adjustment: A side-buckle entry and six adjustment points (on the shoulders, sides, and waist) provide a secure, customized fit.

• Recycled Materials: The outer shell is made from 100% recycled 420-denier ripstop nylon, and the inner lining is made from 100% recycled 200-denier nylon, reflecting a commitment to sustainable construction.

Rescue and safety features

• Type V Rescue Vest: As a Type V rescue PFD, it is designed for special activities like swiftwater rescue and is built to a higher standard than basic recreational vests.

• Integrated Harness System: An interconnected internal webbing harness provides maximum security during "live bait" rescue scenarios, and the sewn-down shoulder straps allow for safe handling of a paddler in the water.

• Quick-Release Rescue Belt: A 1.5-inch quick-release rescue belt with an aluminum attachment ring is strategically placed to reduce snag hazards.

• Multiple Attachment Points: The vest includes easy-release carabiner attachment points for cowtail rescue systems, a rescue knife lash tab, and a folding knife sleeve.

• High Visibility: 3M or SOLAS reflective accents are included to increase visibility in low-light conditions.

Storage and convenience

• Multiple Pockets: The PFD features three front pockets for organizing essential gear.

• Compartmentalized Pocket: A spacious, zippered, drop-down "clamshell" pocket is available for organized gear storage.

• Quick-Stash Pocket: A dual-entry, zippered quick-stash pocket holds items like a flip line for fast access.

• Handwarmer Pocket: The vest features a handwarmer pocket with a soft, 4-way stretch polyester lining that doubles as quick storage for gloves or other items.

• Anti-Snag Design: Strap garages and a carefully placed lash tab help to minimize snagging.

CLIN 0006: Helmet, Tactical SAR, Team Wendy (81R-BK-F)

• Optimized for accessory integration: The high-cut shell and integrated machined aluminum night vision goggle (NVG) shroud allow for mounting tactical equipment like NVG's, cameras, and lights. It also includes an Accessory Rail system that is Magpul® M-LOK compatible.

• Safety and performance standards: The helmet is certified to multiple standards, which makes it suitable for a variety of rescue scenarios:

o Mountaineering: BS EN 12492:2012 o Whitewater sports: BS EN 1385:2012 o Blunt impact protection: Exceeds Advanced Combat Helmet (ACH) blunt impact requirements per AR/PD 10-02.

• Advanced fit and retention: It features a BOA® Fit System for precise, single-handed, and adjustable fit, providing excellent stability for the wearer. The 4-point CAM FIT™ Retention System includes a MIL-DTL-32067 leather chin cup for a secure fit.

• Durable construction: The shell is made from a high-strength Lexan polycarbonate copolymer, and the side rails and vent covers are reinforced with glass-reinforced polycarbonate.

• Comfort and impact absorption: An Expanded Polystyrene (EPS) impact liner and proprietary Zorbium® comfort pads absorb shock while providing a comfortable fit. The Zorbium pads also feature moisture-wicking and anti-microbial fabric.

• Environmental resilience: The helmet is tested to withstand environmental conditions such as extreme temperatures, humidity, and salt spray, following MIL-STD-810G methods.

• Ventilation: The helmet comes standard with vent covers to prevent debris from entering the top vents.

• Non-ballistic: It is important to note that this is a non-ballistic helmet, meaning it does not provide protection against ballistic threats.

CLIN 0007: Water Ops, Tactical Assault Boot, Altama Maritime

• Quick drainage: Features like non-metallic drain ports allow water to exit the boot quickly, preventing it from becoming waterlogged.

• Fast-drying: Uppers are often constructed from quick-drying materials like 1000D Cordura to ensure the footwear does not remain soaked for long periods.

• Wet traction: Outsoles are typically made of sticky rubber compounds, like SEAL Rubber, to provide superior grip on slippery, wet surfaces.

• Amphibious design: Specifically built for amphibious operations, making it highly effective for seamless transitions between water and land.

• Fin-friendly: Features a streamlined, narrow profile that is compatible with most standard military dive fins, allowing for efficient swimming.

• Water management: Combines quick-drying 1000D Cordura uppers with non-absorbing insoles and front drain ports for rapid water evacuation.

• Wet-optimized outsole: Equipped with a sticky "SEAL Rubber" outsole, originally developed for rock climbing shoes, that provides excellent traction on wet and slippery surfaces.

• Lightweight construction: Its sneaker-like construction makes it notably lighter than traditional military boots, which helps reduce fatigue.
