ATF enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson by working directly and in cooperation with other government agencies to:
a) Suppress and prevent crime and violence through enforcement, regulation and community outreach;
b) Ensure fair and proper revenue collection;
c) Provide fair and effective industry regulation;
d) Support and assist Federal, State, Local and international law enforcement;
e) Provide innovative training programs in support of criminal and regulatory enforcement functions;
f) Help reduce the criminal use of firearms;
g) Provide for public safety by reducing the criminal misuse of explosives, combating arson, and remove safety hazards caused by improper and unsafe storage of explosive materials.
1.2 Organization: ATF is a law-enforcement organization with unique responsibilities. It is dedicated to reducing violent crime and protecting the public. ATF enforces federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. The Agency accomplishes this mission by working directly with and cooperating with other Federal, state, local, and international authorities. The Bureau’s objective is to provide fair and effective industry regulation, provide assistance to Federal, state, local and international law enforcement, prevent crime and violence through enforcement, regulation, and community outreach, and provide innovative training programs that support criminal and regulatory enforcement activities.
ATF is a highly-decentralized organization composed of 25 Field Division offices and approximately 250 field and satellite offices across the continental United States (U.S.), Hawaii and Alaska.
National Integrated Ballistics Information Network (NIBIN) as part of ATFs Field Operation Division (FOD) directly supports this mission. The mission of ATF’s NIBIN Program is to reduce firearms violence through aggressive targeting, investigation, and prosecution of shooters and their sources of crime guns. NIBIN is a proven investigative and intelligence tool that can identify leads that were not previously available; can link firearms evidence from multiple crime scenes together that were committed with the same firearm; and can link firearms evidence from a crime scene to a recovered firearm. ATF’s NIBIN network may be searched locally, regionally, nationally, and internationally in an automated environment to identify investigative leads and ATF is currently working with the NIBIN equipment vendor to improve technology to make the national ballistic search a routine course of business. ATF administers the Network and manages the infrastructure to connect all participating NIBIN sites. Law enforcement resources are still required to follow up on the investigative leads in order to solve and prevent crimes associated with these shooting incidents to realize the true potential of this program.
The ATF Crime Gun Intelligence (CGI) Mobile Command Center (MCC) has the ability to provide investigators with a cadre of crime gun intelligence information in a mobile office environment.
