About this file

This document is an Invitation to Bid (ITB) #2024-048 issued by the City of St. Cloud, Florida, soliciting bids for Ditch Maintenance and Cleaning Services. The ITB seeks to engage one contractor to provide maintenance and cleaning services for multiple locations throughout the city on an as-needed basis. Services include removing impediments to water flow such as debris, trash, vegetation, trees, and sediment accumulation to ensure unobstructed water flow. The project requires contractors capable of performing basic surveying to verify topographic information and interpret plans for ditch regrading. The bid was released on June 2, 2024, with a pre-proposal meeting scheduled for June 20, 2024, at 9:00 am. The deadline for questions is June 27, 2024, and the proposal submission deadline is July 16, 2024, at 10:00 am. Bids must be submitted electronically through the city's procurement portal.

The ITB covers 16 different ditch locations with varying square footage, ranging from 436 sq ft to 191,664 sq ft. Bidders must provide unit pricing for each location, with three service cycles anticipated. The document emphasizes compliance with federal requirements, including 2 CFR Part 200, Davis-Bacon Act, and various equal opportunity and small business participation guidelines. Contractors must provide proof of insurance, demonstrate a drug-free workplace, and comply with federal, state, and local regulations. The solicitation encourages participation from small, minority-owned, and women-owned businesses, with specific steps outlined for ensuring their inclusion in the bidding and subcontracting process. While no specific budget or funding source is explicitly stated, the document suggests federal funds may be involved, potentially through FEMA or other federal grant programs.
