About this file
This document is a Single Source Justification for a requirement by the Western Area Power Administration (WAPA) to award a contract to Utility Systems Inc. (USI) for Disturbance Monitoring Equipment (DME) M9000 controllers at the Liberty and Pinnacle Peak substations. WAPA is seeking these controllers to satisfy the North American Electric Reliability Corporation (NERC) Protection and Control (PRC)-002-2 compliance requirement. WAPA has standardized on USI DME equipment, and the M9000 controller is the only one that can communicate with and gather data from the existing USI DME equipment. USI is the sole source provider of the M9000 controller and the only vendor that can provide technical support and services for the USI DME equipment. WAPA intends to award this contract on a sole source basis under FAR Part 13, Simplified Acquisition.
