About this file
This Addendum No. 1 document, issued October 23, 2026, by the Massachusetts Department of Transportation (MassDOT) Highway Division, modifies contract documents for District 2 Scheduled and Emergency Facility Repairs and Improvements at Various Locations (Proposal No. 616470-137024). The addendum responds to a bidder question regarding artisan tool kits for roofers and revises supplemental specifications across multiple sections. Key changes include modifications to Division I (General Requirements and Covenants), Division II (Construction Details covering earthwork, drainage, pavement, traffic control devices, structures), and Division III (Materials Specifications). Notable additions include new subsections for Connected Work Zone Notification System devices, Field Monitoring Units, Vehicle Detection Systems, and Pedestrian Detectors with detailed technical specifications. The document also clarifies payment items for rumble strips, impact attenuators, power pedestals, and traffic signal detection components. Proposals are due November 3, 2026, at 2:00 p.m., and bidders must acknowledge receipt of this addendum in their proposal files.
The addendum specifically addresses the roofer's artisan tool kit by deleting materials including shingles, roofing cement, caulking, and various coatings that contractors cannot reasonably estimate, aligning the contract with standard MassDOT practices on similar projects. Compensation for roofers and other trades under Item 100.1 is calculated using an hourly base rate multiplied by compensation factors ranging from 0.77 to 1.12 for regular work and 1.00 to 1.46 for overtime, with detailed tracking requirements via daily force account reports. The project maintains a total value of $942,000 with a 5% proposal guaranty requirement and is subject to prevailing wage rates established by the Massachusetts Department of Labor and Workforce Development. No filed sub-bids are permitted, and bidders must possess DCAMM General Building Construction certification and valid MassDOT vendor codes to submit electronic bids through www.bidx.com.

Response to Bidder’s Question Addendum No. 1, October 23, 2026
NEL Corporation, email dated October 20, 2026
Question 1: Item 100.1 - Roofers MassDOT has included shingles, aluminum, wood, steel slate, asphalt, tar, roofing cement, caulking, plastic coatings, elastomeric, waterproofing membranes, gravel and pebbles in the roofer’s artisan tool kit. The contractor cannot estimate the quantities of these materials that will be required. On other similar contracts within MassDOT these items have been removed from the tool kit. Will MassDOT remove the material items listed above from the roofer’s artisan tool kit for this contract also?
