About this file

This document is a detailed Dispatch Console Specifications document for CAL FIRE (California Department of Forestry and Fire Protection), outlining the agency's requirements for replacing aging radio dispatch consoles at its Emergency Command Center (ECC) facilities. The procurement seeks a like-for-like replacement of current radio dispatch consoles with updated equipment, ensuring compatibility with existing systems and immediate deployability. The project involves six full dispatch positions, one main electronics package, one maintenance/monitoring position, one remote system access network equipment with licensing, and one public address interface. The solution must be TDM-based, provide system reliability with no single point of failure, and include redundant power supplies and comprehensive testing capabilities.

The specifications require a highly specialized technical solution with specific equipment requirements, including 19" ELO touch screen monitors, PC towers with Windows operating systems, computer audio modules, interface cards, and extensive cabling and networking components. The system must support features such as push-to-talk, tone selection, multi-channel operations, instant recall recording, and seamless integration with the current computer-aided dispatch system. The technical requirements are extremely precise, covering everything from power supply configurations to audio routing and circuit testing, indicating a mission-critical communication infrastructure replacement that demands exact technical specifications to ensure uninterrupted emergency response capabilities.

Dispatch Console Specifications

Overview

CAL FIRE is seeking to replace aging radio dispatch consoles at its Emergency Command Center (ECC) facilities to ensure continued operational reliability and efficiency in emergency response communications. As a critical component of CAL FIRE's emergency coordination infrastructure, the existing dispatch consoles have reached the end of their service life, necessitating immediate replacement to maintain seamless functionality and uninterrupted service.

The primary objective of this procurement is to implement a like-for-like replacement of the current radio dispatch consoles with updated equipment, ensuring compatibility with existing systems while eliminating the need for additional engineering, software modifications, or integration efforts. Given the time-sensitive nature of this replacement, the solution must be immediately deployable, requiring no enhancements that would necessitate extended design, testing, or implementation phases.

System Specifications:

1. Must be TDM based for controlling all system activity between positions, radio channel interface devices, telco interface devices, Aux I/O and voting to insure system reliability with no single point of failure.

2. Main system controllers must have dual redundant power supplies where one may fail, and the system will remain fully operational. Must provide diagnostic error message when one has failed and indicate which one.

3. Configuration reports, system must be capable of generating a written report of peripheral configurations and settings to include IP address and punch block layouts based on current system configuration. This report must be updated automatically when the configuration is updated.

4. The system must have a means to view the activity on all radio control circuits both from the console system side or the base station operation side with or without disrupting channel activity. Testing will encompass individual circuits for transmit, receive or E&M activity. The punch block layout shall be arranged so that all transmits circuits are allocated to specific punch blocks and all receive circuits are allocated to specific punch blocks as well as E&M circuit activity. CalFire has test interface devices that must be able to be used with the proposed solution.

5. Base station interface controllers must have individual power supplies and control no more than (2) base stations per interface device.

6. Dispatch position control devices must have primary and secondary control function allocation in the event the primary position fails.

7. All dispatch position interface devices shall have one allocated as primary/master and will switch through each position interface device on a predetermined schedule thereby continually testing all position interface devices.

8. Any system failure shall be reported to the selected primary position with visual indication on the dispatch position screen that a failure has been reported. By selecting the error reporting icon, a drop-down screen will identify the failure to a specific location or hardware failure and explain detailed steps to test and resolve.

Test points must be identified to facilitate these tests if applicable.

9. Primary dispatch positions must be controlled by an analog TI circuit to ensure maximum audio quality and immediate activation with no network latency incorporated. The system must also support Direct IP and Remote IP position interface for alternative site control and operation.

10. Dispatch position equipment shall have the ability to self-test all functions of their audio interface module either by audio test or manually selectable test points.

Results must show pass/fail and specific equipment level componentry that failed.

11. Dispatch positions must have the ability to test all position operation functions such as T1 activity, audio distribution for all functions to include microphone, headset interface devices, speakers (select and unselect), audio recording functions, position aux I/O, monitor speakers.

12. Dispatch positions must have instant recall recording for transmit audio, selected receive audio and unselected receive audio, telephone interface audio.
