Inspections requested by Virginia Energy should be performed within 48 hours of notification of such request made to the A/E. The A/E should provide a report to Virginia Energy within 48 hours of completion of each site inspection.
The following generally highlights the services that the A/E will be required to perform:
A. Provide an Engineering Report and complete construction contract documents with professional seals and signatures in accordance with procedures of the A/E Manual. Construction contract forms provided by the Agency shall be used. Documents must be complete and ready for bidding not later than 85 days after notification to proceed. Plans and specifications shall be in detail, including but not limited to plan views, cross sections, maps, and detail drawings. A bid schedule must be prepared for the project. The Contractor shall include or address all items described in the scope of work.
B. Provide construction administration services including, but not limited to, requests by the Agency for clarifications and/or interpretations; review and/or evaluation of any substitutions or shop drawings.
C. Prepare a concept design to discuss with the Agency prior to submission of a draft plan. The Contractor shall work closely with the Agency during the design process and keep the Agency advised of alternatives so as not to develop plans that are not suitable for the Agency. General objectives, concerns and program parameters shall be reviewed when the contractor provides the initial concept design. The concept design shall be of sufficient detail so that the Agency may be able to discuss the proposed concept with the affected property owner(s) in order to obtain construction rights of entry.
| D. | Assure that the construction contract documents are in conformance with generally accepted engineering practices and comply fully with all applicable codes and regulations. |
| E. | Provide specifications which reflect current requirements, standards and product availability. |
| F. | Represent the Agency by presenting necessary oral and/or graphic presentations persons having interest in the project. |
| G. | Prepare A/E cost estimates for the construction project. |
| H. | Provide services to assist the Agency in the bidding and award of the construction contract. |
| I. | Include in the detailed plans and specifications the following general items: |
1. A safety conditions and ground control plan (red Zone) for construction;
2. Identify a suitable disposal site for any material if needed;
3. Clearing the site of trees and debris within the construction limits of the project;
4. Surface drainage plan to control and promote proper drainage;
5. Excavation of slide material to a stable configuration and disposal of material in an approved suitable disposal site.
6. Asphalt to resurface public road or driveway of residence if disturbed by construction;
7. A revegetation plan for all disturbed areas (must use species listed on the March 2005 DMLR Revegetation Species List);
8. Show on the drawings , design and details for the reconstructed drainage channel;
9. Show on the drawings, adequate erosion and sediment control and storm water management measures for all land disturbance associated with the project;
10. Include a minimum reference to ASTM or AASHTO. State a minimum material specification. Nationally accepted standards are to be referenced when it is necessary to use an existing standard to describe the material to be used or work performed during construction; and
11. Identify and describe procedures for surface and subsurface utilities including electric, telephone, cables, guide wires and drainage, water, sewer, culverts and bridge structures, buildings or other structures.
J. Perform all field surveying and develop any additional necessary mapping to relate to existing USGS Datum and Benchmarks or established project monuments.
