FBI REQUEST FOR QUOTE (RFQ)

For Director’s Awards for Excellence Award Device

Program/Project Title: Director’s Awards for Excellence Award Device

Product/Service Description The Federal Bureau of Investigation (FBI) Human Resources Division (HRD) has a need to obtain award devices which recognize recipients of the Director’s Annual Awards for Excellence. The Director’s Awards are among the highest honors employees may receive from the FBI and recognize outstanding contributions and exceptional service to the FBI and its mission.

The Director’s Award device will be composed of aluminum and optic crystal. Each award device will be personalized with an engraved double plate. The finished award device will be packaged in a black presentation box with die-cut foam inserts and black flocking, or other suitable material based on industry practice to secure the device.

The maximum amount of award devices required in a single order will be 275 units and the minimum amount will be 175 units. The initial order will be for 275 units.

Delivery of the initial order of 275 units will be required no later than Friday, August 15, 2025.

Production of award devices will occur at Contractor’s facility. Final product to be delivered to the FBI. Delivery location to be determined at Blanket Purchase Agreement (BPA) call level.

This custom award device design is intended solely for use by the FBI HRD in relation to the Director’s Awards. The award device design will remain the property of the FBI and cannot be used for any purpose other than the production of said device on behalf of the FBI HRD. The die blocks and molds for the awards will be the sole responsibility of the Contractor and this cost shall be included in the cost of the award device. The dies and the molds will become the property of the FBI upon completion of the contract.

Small Business Opportunities The previous requirement for Director’s Award devices was satisfied via small business. This current requirement for the new Director’s Award device is also suitable for a 100% set aside for small business.

Market Intelligence This product would be sold retail rather than wholesale, as it is a custom manufactured and personalized award device. The device will be purchased directly from the manufacturer.

As this requirement is restricted to the Director’s Annual Awards for Excellence, the FBI HRD would be the sole purchaser of this product. The demand would be for a minimum of 175 units and a maximum of 275 units per year. Orders would be placed against the BPA annually for the life of the agreement.

In addition to the cost per unit, HRD also expects to incur the cost of shipping for each order placed against the BPA as well as a one-time tooling and setup fee.

Each vendor must submit a complete Vendor Capability Statement that includes pricing information.

NAICS code 459420.

The FBI—and federal government as a whole—is one buyer among many in the marketplace and thus would have limited leverage.

Conclusion and Recommendation Full and open competition with small business set aside would be appropriate for this requirement.

Vendors interested in this opportunity should include all fees in their quotes, to include per unit costs, tooling/setup costs, shipping, and any other fees.

In addition, vendors must be made aware that deliverables for the initial order are due to the FBI by Friday, August 15, 2025, or earlier in time for presentation at the Director’s Award ceremony.

A BPA that includes a base year with four (4) option years would be suitable for this requirement.

The anticipated period of performance for this BPA shall be October 1, 2024, through September 30, 2029.

BACKGROUND The Federal Bureau of Investigation has a need to obtain award devices, which recognize recipients of the Director’s Annual Awards for Excellence, hereby referred to as the Director’s Awards. The prestigious Director’s Awards are among the highest honors employees may receive from the FBI.

STATEMENT OF NEED The FBI is conducting RFQ for a Firm Fixed Price Blanket Purchase Agreement (BPA) for award devices, identified under the SUMMARY OF REQUIREMENTS and REQUIREMENTS sections and in the accompanying VISUAL RENDERING. This requirement would be for a five (5) year ordering period. Calls would be placed against the BPA.

This will be set aside 100% for small business.

REQUIREMENTS

· Each device shall be manufactured with an optic crystal attached to a machined aluminum base and vertical arm.

· Each device shall be approximately 12-1/2” high x 9-1/2” wide x 2-1/4” deep.

· The base shall be made of solid and machined brushed aluminum and shall be weighted for stability.

· The vertical arm shall be made of solid and machined brushed aluminum.

· The FBI motto “FIDELITY ó BRAVERY ó INTEGRITY” shall be etched in black on the broad side of the vertical arm.

· The vertical arm shall be attached to the left of the base.

· The optic crystal shall be one solid colorless piece attached to the vertical arm and the base.

· The optic crystal shall have a textured, exposed edge.

· The optic crystal shall have the FBI seal etched from the back and shaded in white.

· The optic crystal shall have the words “DIRECTOR’S AWARD FOR EXCELLENCE” etched from the back and shaded in white below the FBI seal.

· A black plate and an aluminum double plate shall be attached to the front of the base.

· The aluminum double plate shall allow for up to three lines of print, which will be used for the engraving of the recipient’s name, award category, and year.

· The aluminum plate will engrave “black”.

· Each award device shall be packed in a special black presentation box.

· The presentation box will include die-cut foam inserts and black flocking, or other suitable material based on industry practice to secure the device.

· The presentation box shall have the FBI seal on the top and the recipient’s name labeled on the outside.

· The die blocks and molds for the awards will be the sole responsibility of the contractor and this cost shall be included in the cost of the award device.

This custom award device design is intended solely for use by the FBI in relation to the Director’s Awards for Excellence. The award device design remains the property of the FBI and cannot be used for any purpose other than the production of said device on behalf of the FBI.

VENDOR CAPABILITY STATEMENT

Submittal Information:

It is requested that interested businesses submit a brief capabilities package, no more than five (5) pages in length, single spaced, 12-point font minimum, demonstrating ability to meet the FBI’s requirements. Conceptual schematics of this project are welcomed as are schematics/photographs of comparable projects. The documentation must address, at a minimum, the following:

· Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.

· Company profile to include number of employees, annual revenue history, office location(s), CAGE Code, DUNS number, and a statement regarding current small/large business status.

· Qualifications, as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service-Disabled Veteran-Owned Small Business Concern

· System for Award Management (SAM) registered NAICS codes 453210 and 453220.

· The type of work the vendor has performed in the past in support of the same or similar requirement to include the type of contract and method of contracting (GSA, GWAC, another contracting vehicle)

· Vendor participation in any Government-wide Acquisition Contracts (GWAC) or General Services Administration (GSA) schedules which may be utilized for the contract.

· The specific technical skills the vendor possesses which ensures capability to meet the objectives and requirements.

· Areas of the requirements document that are unclear or that require more information.

· Pricing for the production of the initial order of 275 award devices based on aforementioned SUMMARY OF REQUIREMENTS and REQUIREMENTS sections and VISUAL RENDERING.
