About this file

This is a vendor questions document for the Illinois Department of the Lottery's Digital Draw System Request for Proposal (RFP 26-458LOT-LOTTE-B-50045). The document addresses clarifications sought by potential vendors regarding the procurement for designing, developing, delivering, and providing ongoing support for a secure and certified Digital Draw System to automate lottery processes for four digital-based draw games: Pick 3 + Fireball, Pick 4 + Fireball, Lucky Day Lotto, and Lotto + EZ Match. The initial contract term runs from May 1, 2026, through April 30, 2032, with two optional two-year renewal periods extending the maximum term through April 30, 2036. The RFP issued on February 9, 2026, with vendor question responses provided on March 5, 2026, proposal submissions due March 9, 2026, at 10:00 a.m., vendor demonstrations scheduled March 30-April 3, 2026, notice of intent to award on April 10, 2026, and contract execution by April 27, 2026. The Lottery anticipates a go-live date within the first 3-6 months after contract execution, though this may require extensive procedural changes.

The document clarifies that vendors must complete mandatory State of Illinois disclosure forms using the contract number 26-458LOT-LOTTE-B-50045, including the Vendor Financial Disclosure (Forms A) and IPG Active Vendor Disclosure (Forms B) for those registered on the Illinois Procurement Gateway. Renewal pricing will increase 3% annually, and all pricing must be submitted through the BidBuy platform with pricing locked and unopened until after the agency evaluates technical proposals. The solicitation includes a $15 Minority Contractor Opportunity Initiative fee for contracts valued at $1,000 or more, and the proposed solution must comply with DoIT Cloud Hosting Appendix security requirements, including SOC 2 Type 2 audits, FIPS 140 encryption standards, multifactor authentication, and comprehensive logging and data protection protocols. No specific award value or budget range is disclosed in the vendor questions document.
