About this file

This document is a Data Item Description (DID) for a Production Surge Plan, identification number DI-MGMT-80969. The DID was approved on February 14, 2019, and is maintained by the Office of Primary Responsibility (OPR) as A/AMOCM/FD. The document is applicable to DTIC and GIDEP, with AMSC number A4923.

The Production Surge Plan delineates a contractor's capability to rapidly accelerate and sustain production utilizing existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization. The plan applies to contracts where production surge capability for select critical items is required. The required content includes: (1) a maximum sustainable production rate with monthly buildup schedule until achieving that rate, considering subcontractor and vendor capabilities and vertical planning verification; (2) two lists identifying subcontracted and non-subcontracted items/components by nomenclature, part number, and leadtime, with subcontractor identification for long-leadtime, critical, or pacing items; (3) a list of government contracts at the contractor's facility with production surge provision, including contract numbers, items, and Defense Materials System and Defense Priorities Systems assignments; (4) impact analysis describing effects on other government contracts and the ability to surge this contract; (5) all additional skilled labor requirements necessary to support maximum sustainable production rate; (6) identification of strategic or critical materials and precious metals with quantities, costs, and rolling inventory to maintain surge production within six months, plus substitute materials; and (7) production equipment and tooling with costs down to the lowest tier subcontractor that would increase surge capacity by at least 10 percent or reduce leadtime, including estimated increases in surge production rate and decreases in leadtime.
