JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC)

Justification for OTFAOC Number: N/A

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of Section 4202 of the Clinger-Cohen Act of 1996. The regulatory authorities that apply to the requirement are FAR Subpart 13.501, Test Program for Certain Commercial Items and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

JUSTIFICATION

1. REQUIRING AGENCY AND CONTRACTING OFFICE:

2. NATURE/DESCRIPTION OF ACTION(S):

The purpose of this action is for procurement of a brand name International Datacasting Corporation (IDC) Internet Protocol Encapsulator (IPE) and two-year software service agreement. The IPE is required to replace currently installed hardware that is at end of life in the Teleport Digital Video Broadcasting-Satellite (DVB-S) subsystem. The Department of Defense

b. The DoD Teleport Systems Engineering team compiled a requirement list of functional and performance specifications to verify operational capabilities of available high performance IP to transport stream converters. This requirement list was used to identify COTS devices to evaluate and test. The Teleport Systems Engineering team identified multiple vendors based on product datasheets. The team contacted five vendors to obtain additional technical information on their products. After reviewing vendors’ responses, two products were eliminated from consideration because they didn’t meet the requirements (performance specifications). The Teleport Systems Engineering team contacted and obtained loaner devices from the three remaining vendors. The Teleport Systems Engineering team conducted fly-off testing to determine best value. Based on the fly off International Datacasting was determined to be the best value product for the government. The table below summarizes the evaluation parameters and rationale for choosing IDC over the other manufacturers.

c. Without the additional hardware, any hardware failure that requires placement will be put in jeopardy as will be the mission which it supports. The system will be unsupportable without this upgrade.

6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES:

In accordance with FAR 5.203(a)(2), a combined synopsis/solicitation will be posted on the Federal Business Opportunities website. A redacted copy of this justification for OTFAOC will be posted with the combined synopsis/solicitation for the request for quote.

7. DETERMINATION OF FAIR AND REASONABLE COST:

The Contracting Officer will make a determination and finding that the anticipated costs are fair and reasonable. It is anticipated that more than one quote will be received. The Contracting Officer will determine that the estimated cost for this acquisition is fair and reasonable based on the comparison of quotes received, market research data and the independent government cost estimate (IGCE).

8. MARKET RESEARCH:

a. Market research was conducted by DISA Teleport Systems Engineering from February to April 2015. The purpose of the market research was to determine if there were other products capable of meeting the government’s needs in the time required. The engineering team surveyed the market through internet research, internal discussions, and DoD multiple award contract vehicles and other Government-Wide Acquisition Contracts.

b. The DISA Teleport Systems engineering team reviewed the products available and conducted a fly-off test with three interested vendors. The Opal TNM-80 is the currently installed device, but it is at end of life and no longer available for procurement. The DVB Rocket was difficult to use. The vendor provided the wrong licenses and software. The IDC IPE4000 was deemed the best device overall for ease of use, sustainability and overall operational approach.

c. Based on the market research, it was determined that IDC’s IPE-4000 and 2-year software service agreement are the only products which fully meet the needs and requirements of the government.

In the future these features will become part of the commercially available platform at which time any reseller could provide new devices and support.

12. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP):

The dollar amount for this requirement does not require an Acquisition Plan.
