About this file

This is a Data Item Description (DID) form that establishes requirements for a Production Surge Plan deliverable in federal contracts. The document, identified as DI-MGMT-80969 and approved under OMB No. 0704-0188, was issued by the Office of the Secretary of Defense (A/AMOCM/FD) on February 14, 2019.

The Production Surge Plan delineates a contractor's capability to rapidly accelerate and sustain production utilizing existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization and without invoking emergency war powers. The plan must include the maximum sustainable production rate with a month-by-month production buildup schedule until achieving that rate; two lists identifying subcontracted and non-subcontracted items/components by nomenclature, part number, leadtime, and production volume of long-leadtime, critical, or pacing items that could adversely impact production; a list of Government contracts at the contractor's facility with assigned Defense Materials System and Defense Priorities Systems priorities; the impact surging would have on other Government contracts and the contractor's commercial business; identification of all additional skilled labor requirements necessary to support maximum sustainable production; a list of strategic or critical materials and precious metals required for production, including rolling inventory needs within six months and potential substitute materials; and a list of production equipment, tooling, and costs that would increase surge capability by at least 10 percent or reduce leadtime, with estimated cost and impact data. This DID supersedes DI-P-1634A and is applicable to contracts requiring production surge capability demonstration for select critical items.
