About this file
This is a Data Item Description (DID) form that defines the requirements for a Production Surge Plan deliverable in defense contracts. The DID, identified as DI-MGMT-80969 and approved on June 23, 1990, was issued by the Office of the Assistant Secretary of the Army (A/AMCOM/FD) and is applicable to all defense contracts requiring production surge capability assessment.
The Production Surge Plan must delineate a contractor's capability to rapidly accelerate and sustain production utilizing existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization. The plan must include: the maximum sustainable production rate with a buildup schedule by month until achieving the maximum rate, accounting for subcontractor and vendor capability to exceed production/delivery of components and materials; two lists identifying long-leadtime, critical, or pacing items by nomenclature and part number (one for subcontracted items and one for non-subcontracted items) with subcontractor names and addresses flowing down through all tiers; a list of government contracts at the contractor's facility with production surge provisions, identifying contract number, item(s), and Defense Materials System and Defense Priorities System priorities; an impact analysis describing effects on other government contracts and the contractor's commercial business; identification of additional skilled labor requirements including machinists, tool makers, and quality assurance personnel; a list of strategic or critical materials and precious metals with quantities, costs, and substitute material options; and a list of tooling and equipment required to increase surge production capability by at least 10 percent or reduce leadtime, with estimated cost increases and leadtime reductions. The report format is contractor-defined. This DID supersedes DI-P-1634A and may be used independently or in conjunction with DI-P-7046 (Industrial Preparedness Planning Data).
