About this file
This document is a Data Item Description (DID) for a Counterfeit Prevention Plan (Number: DI-MISC-81832), approved on January 21, 2011, by the National Reconnaissance Office (NRO). The DID outlines comprehensive requirements for contractors to develop and implement a robust plan to prevent the procurement and integration of counterfeit parts and materials in their supply chain. Key requirements include procuring parts exclusively from original equipment manufacturers (OEM) or authorized distributors, establishing processes for qualifying non-OEM parts when necessary, implementing monitoring procedures like random sampling and supply chain surveillance, developing training programs for receiving inspectors, and creating detailed notification and documentation procedures for suspected counterfeit items.
The document specifies a six-step notification procedure for handling suspected counterfeit parts, which includes quarantining suspect products, notifying the customer chain and prime contractor, securing original documentation as evidence, determining counterfeiture through root cause analysis, isolating confirmed counterfeit parts, and providing additional information to government investigation teams. Contractors must also ensure subcontracts contain similar counterfeit prevention requirements, conduct self-audits of internal processes, and monitor subcontractor compliance through on-site audits. The plan is expected to be dynamic, updated as counterfeiting methods evolve and new prevention processes are discovered.
