About this file
This is a Data Item Description (DID) document that outlines the requirements for a Production Surge Plan (DI-MGMT-80969). The DID specifies how contractors must document their capability to rapidly accelerate and sustain production utilizing existing facilities and equipment during peacetime acquisition, without requiring war declaration or mobilization.
The Production Surge Plan must include: maximum sustainable production rates with monthly buildup schedules; lists of subcontracted and non-subcontracted items/components with nomenclature, part numbers, and leadtimes; lists of government contracts that could be surged with associated priorities; impact analysis on other contracts and commercial business; skilled labor requirements; strategic/critical materials and precious metals inventory needs; and production equipment/tooling requirements that could increase surge capability by at least 10%. The plan should address vertical planning with subcontractors/vendors, maintain rolling 6-month inventory, and identify substitute materials where possible. This DID supersedes DI-P-1634A and works in conjunction with Industrial Preparedness Planning requirements.
