About this file
This is a Statement of Work (SOW) and associated Request for Information (RFI) for FEMA's On-Premise Emergency Notification System (OPENS) requirement. The SOW outlines requirements for a commercial or customized on-premise emergency notification system to be deployed at the FEMA Operations Center (FOC) and FEMA Alternate Operations Center (FAOC), both of which operate in Sensitive Compartmented Information Facilities (SCIFs). The system must be accessible 24/7, support PIV access, operate without internet connectivity, exclude any artificial intelligence capabilities, and meet National Security System requirements.
The RFI responses are due by December 17, 2024 at 12:00pm ET to Tara Shirley at FEMA. Vendors must provide capabilities information within a 5-page limit, including past performance on similar contracts, business size status, and feedback on the draft SOW. The period of performance is 72 months (base year plus 4 option years), and contractor personnel must hold Top Secret clearances. Key requirements include unlimited users/contacts, multiple communication methods (phone, email, SMS), customizable templates, text-to-speech capability, reporting features, and validation of notification receipts. The system must be provided by a U.S.-based company and operate independently at both locations with data replication capabilities.

DEPARTMENT OF HOMELAND SECURITY (DHS)
Statement of Work (SOW) For Federal Emergency Management Agency (FEMA) Operations Center (FOC) On-Premise Emergency Notification System (OPENS)
1.0 GENERAL
1.1 BACKGROUND
The mission of the FEMA Operations Center (FOC) and FEMA Alternate Operations Center (FAOC) is to receive, analyze, and disseminate a wide variety of all-hazards information in support of the Department of Homeland Security (DHS) National Operations Center, FEMA Senior Leadership, National Response Coordination Center (NRCC), and Executive Branch Departments and Agencies. FOC functions include maintaining 24/7 situational awareness, issuing alerts, warnings, and notifications, and coordinating operational support. The FOC and FAOC operate in Sensitive Compartmented Information Facilities (SCIF) and require an on-premise (on-prem) Emergency Notification System (OPENS) to fulfill mission critical requirements to notify mission partners of information readily and effectively.
On-prem means IT infrastructure hardware and installed software applications hosted locally at the FOC and FAOC.
1.2 SCOPE
The scope of this project is to acquire a commercial off-the-shelf (COTS) or customized on-prem Emergency Notification System (ENS) to meet FOC Functional and Operational Requirements listed below. The FOC will serve as the customer for this project.
