RFP DHHS-NIHAO2012066 Amendment 3

RESPONSE TO QUESTIONS

Responses to Offeror’s questions are posed in a question (Q) and answer (A) format as follows Q1. A1.

Additional questions will be responded to in later amendments as necessary.

Q1. The SOW calls out the need for the contractor to provide necessary facilities and staff to segregate and derive off-spring from serological positive founder breeders. Will sero positive founder breeders definitely be coming along with the colony if awarded? What is the likelihood of sero positive animals being awarded with the SPF animals?

A1. Currently there are no non-SPF animals, and there are no plans at this time to incorporate non-SPF animals. Over the past several years there has been a less than 3% sero conversation rate within the colony. Within the past year, less than 1%.

Q2. Instructions for the business proposal state that all costs to complete the statement of work should be included in the per diem rate. Does this include testing during the initial quarantine period when the animals arrive, as well as the more extensive annual testing/vaccinations required? Can these occasional extra testing requirements be billed out separately at the time of service?

A2. The testing, frequency and proposed testing laboratory of all serological testing should be outlined clearly, and all cost should be incorporated within the per diem rate

Q3. Please provide the rate of serologic conversion to a positive status for the viral pathogens HBV, SIV, SRV-D, STLV-1 that may exist in the NIAID colonies.

A3. See Q1.

Q4. Are there non-SPF founder breeders in the current population?

A4. Not at this time. See Q1.

Q5. Are infants in the colonies included in this solicitation derived to maintain SPF status, or are they mother-reared in their natal social groups?

A5. Currently mother reared. The Offeror should outline within its proposal any mean and methods that are proposed.

Q6. The contract specifies juvenile SPF non-human primates. What are the specific age or weight parameters for research use (1, 2, and/or 3 years of age)?

A6. 2-3yrs of age

Q7. What is the general demographic breakdown of the existing NIAID colony/colonies?

A7. A representative sample of the colony demographic is included in the SOW. Final determination will be made on task order award. The demographic of each colony will be based on strategic planning needs, as well as, current compatible groups.

RFP DHHS-NIHAO2012066 Amendment 3

Q8. Will this contract likely include the importation of non-SPF rhesus macaques by the

Government?

A8. This is not planned at this time, but if the need arises, the mean and methods to segregate animals described should be described within the proposal.

Q9. Will you provide an Annual Report for 2011/2012 including the reproductive statistics and activities of the SPF breeder population including:

a. Effective Breeder Population

b. Pregnancy Rate Based on Demographics

c. Fetal (premature) Death Rate

d. Live Birth Rate

e. Infant (less than 1 year) Death Rate

f. Production Rate (based on females 4+ years of age).

A9. Historical information of current NIAID colonies is not requested within this RFP and is not a basis for review. The Offeror should use the sample demographic provided in the RFP and should outline its experiences and statistics with similar breeding colonies.

Q10. We request to receive current demographics for the colony including:

g. Effective Breeder population-Prime (5 years+)

h. Sub-adult ( 4 years)

i. Juvenile (3 years)

j. Juvenile (2 years)

k. Yearling (1 year)

l. Total Males and Total Females for each age category

m. Pre-weanlings

n. Total for each age category and pre-weanlings.

A10. A representative sample of the colony demographic is included in the SOW. The actual colony demographic will be determined upon Task Order award. See Q7.

Q11. We would like to know the number of animals in each group and the age/sex breakdown for each of the social groups.

A11. Currently, 7-12 animals are maintained in a family group. The actual demographic of the colony will be determined upon Task Order award. See Q7
