RESPONSE TO QUESTIONS
Responses to Offeror’s questions are posed in a question (Q) and answer (A) format as follows Q1. A1.
Additional questions will be responded to in later amendments as necessary.
Q1. The RFP refers to a maximum of 800 NHPs, but 650 in Attachment 6 – Task Order 0001. Should we respond to the RFP and Attachment 6 – Task Order 0001 as two separate proposals, or incorporate the 650 into the 800?
A1. Offerors should first note that the number of NHPs for the contract and task order has been revised with this amendment. Offerors should also note that throughout the RFP instructions indicate that a response is required for the RFP, as well as Task Order 0001 and that the response to Task Order 0001 should be provided in a clearly marked section of the Offeror’s Technical Proposal
The number of NHPs covered by each task order is a subset of the maximum NHPs per contract. Each Offeror should have the ability to care for up to the maximum number of NHPs noted in the RFP.
Q2. Is the IT security Plan due with the proposal, or within 30 days of the contract award date.
A2. An IT Security Plan is due within 30 days of Contract award. Offerors are not required to include an IT Security Plan with their Technical proposal.
Q3. Would it be possible to get an example of a good IT plan.
A3. No. An IT plan will not be made available for review. For any award, the NIAID Information
Safety and Security Officer will work with the NIAID Contracting Office and the Awardee to develop and finalize the details of an IT Security Plan if required.
Q4. Are construction costs allowed on the contract? What about renovation costs? Will they negatively impact the chances of receiving the award?
A4. This is not a construction-type contract. The Offeror is required to have facilities capable of housing and maintaining one or more colonies of up to 850 (updated) non-human primates each at award.
This is a competitive requirement. The NIAID cannot predict or discuss and Offerors chances of receiving an award outside of the procurement process.
Q5. There are areas which state “insert xxxx” but are not filled. For example (insert NAICS code) and
(insert size standard) on page 90 of the RFP. Do these need to be filled in?
A5. Please refer to the Page 90 of the RFP which states that information contained therein is
“To Be Completed by the Offeror”
Q6. Can the proposal be submitted on a flash drive instead of a CD-Rom
A6. The Offeror’s proposal shall be submitted in the hardcopy format and on CD-Rom as indicated in Attachment 1 – Packaging and Delivery of the Proposal.
Q7. We would like to know the general demographic breakdown of the colonies. How many total rhesus are included at each site?
A7. To the extent possible, the demographic breakdown of NHPs will be provided at the time of task order issuance.
Offerors are required to house and maintain a minimum of 50 to a maximum of 850 (updated) non-human primates at its site or sites if so awarded.
Q8. If we are to be rewarded all or some of the contract, we are to have a plan in place to accept 50- 800 rhesus in November of this year?
A8. Offerors should note that the maximum number of NHPs has been increased to 850.
An awardee will all of a contract. The Contract will require the awardee to be able to house and maintain up to 850 (updated) NHPs in the quantity and for the periods specified in the task order(s) that will be issued under the contract.
Q9. Page 40 the of the RFP, #4 it refers to section J attachment “Technical proposal cost summary” – There is no document with this title. Has this been omitted?
A9. The requirement for a Technical Proposal Cost Summary has been eliminated. The Offeror is not required to provide a breakdown of direct cost information such as labor categories/hours/rates; materials; and supplies; subcontracts; travel; etc. with its technical proposal.
Q10. Is there a time commitment on the duration of the contract?
A10. Offeror(s) should refer to Section L - Instructions Conditions and Notices to Offerors for the type of contract and number of awards
Q11. If renovation and/or construction are needed, should that be included in the proposal?
A11. The Contracting office cannot instruct the Offeror on what to include in its proposal beyond what is noted in the RFP or any amendments thereof.
Q12. If awarded the contract, over what period of time would the maximum (800) number of animals be shipped and housing/breeding groups expected to be established?
A12. Offeror(s) should note that the maximum number of NHPs has been increased to 850.
