About this file
This is a Determination and Findings (D&F) memorandum for a single-source acquisition justifying a contract award to Science Applications International Corporation (SAIC) Engiility for Joint Range Extension (JRE) Help Desk support services.
The Department of the Air Force, through the 27th Special Operations Contracting Squadron—Commodities and Services Flight, is awarding a contract (Purchase Request Number F1L1HC6126AA01) valued at $80,600.18 for JRE 1U server hardware and software along with associated help desk support. The JRE system enables ground and air platforms to exchange real-time tactical information and provides joint and coalition forces with battlefield visibility and situational awareness. The contracting officer determined that a single-source acquisition under RFO 12.102(a) is justified because SAIC Engiility is the only manufacturer capable of providing the requested products with the required specifications and name-plate designation currently installed. The finding emphasizes that SAIC Engiility's equipment is the sole system capable of communicating with like JRE systems across geographic combatant commands to ensure integration of various military-specific architectures. Market research conducted from May 4–19, 2026, included searches of the Committee for Purchase From People Who Are Blind or Severely Disabled, SAM.gov, and GSA Advantage, confirming no alternative sources can meet the support requirements. The contracting officer signed the determination on May 20, 2026, establishing that continued support and software upgrades are necessary to maintain operational capability and that procuring a new system would require extensive communications architecture redesign, testing, and certification processes for which funding currently does not exist.

| Text18: 2. Nature and Description of the Action Being Approved: |
| Text19: The JRE 1U server comprises the hardware and software that is necessary to establish connections with other JRE systems for operational needs. Help desk support is necessary to ensure that technical subject matter expertise at Engility can be leveraged to support military/contractor personnel working with the JRE troubleshooting on-site. Estimated Cost: $80,600.18. |
JRE systems enable ground and air platforms the ability to exchange real-time tactical information. JREs provide joint and coalition forces with a clear view of the battlespace and the situational awareness needed for mission success. It is combat-proven data link gateway that provides multipoint, interoperable, long-haul communications data exchange. With its unmatched record of performance, reliability, economy and agility, JRE provides the connectivity needed to integrate operations at the strategic, operational and tactical levels.
The requirement is for a commercial help desk support subscription.
The contract will be completed as a Base Year contract and Four (4) Option Years due to the reoccurring nature of this requirement. This will decrease the administrative burden.
| Text20: 3. Citation of Applicable Statutory and/or Regulatory Authority: | |
| Text21: The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. | |
| Text23: 4. Findings: | |
| Text25: Science Applications International Corporation (SAIC) Engility is the only company that manufacturers the requested products and their brand name product is currently installed. This is the only equipment currently installed and supported by Engility designed to meet our current requirements. Continued support and software upgrades are required to keep this installed equipment operational. This purchase will provide a redundant capability to support critical mission needs. There is no comparable or like product that will perform JRE functions, without purchasing new hardware, software and IA accreditation approval. Additionally, this is the only product that can communicate with like JRE systems in geographic combatant commands across the globe to ensure integration of various military specific architectures. Using a new system requires a complete communications architecture redesign, testing and certification process where funding for such an effort does not exist at the current moment and delaying warranty support to execute this effort would severely hamper RPA operations. | |

| Text1: Market research was conducted by searching the procurement list maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled, SAM.gov, and GSA Advantage. The research concluded that this requirement cannot be met through mandatory sources and will be procured on a sole source basis. Current market research indicates that only the Science Applications International Corporation (SAIC), a large business, is capable of fulfilling this requirement. Until other companies are able to meet the support requirements outlined in Section B, SAIC remains the only source able to satisfy this need. | |
| Text2: 5. Determination: | |
| Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government. | |
| Text4: 6. Expiration Date: | |
| Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable. | |
