About this file

This is a Determination & Findings document authorizing a single-source acquisition by the Air Force Technical Center (AFTC), Contracting Activity PZIOAA, for professional mobile destruction and recycling services valued at $236,500.00. The requirement is for on-site destruction of Special Access Program (SAP) classified information technology components and materials at Eglin Air Force Base. The selected contractor, System High, will perform comprehensive on-site sanitization and physical destruction of designated SAP-level classified IT components, eliminating security risks associated with off-site transport and potential data reconstitution. The contractor must maintain positive control and on-site physical protection of all SAP IT components throughout preparation and processing, with strict adherence to Two-Person Integrity protocols during the entire process.

The sole-source justification is based on System High being the only mobile destruction company approved for SAP IT destruction under Department of Defense and Department of Air Force security guidelines. The acquisition is authorized under RFO 8.401, GSAR 538.7104-3(a), RFO 11.204(a)(2)(ii), RFO 12.102(a), and RFO 13.101(b), citing unique mobility and flexibility requirements for multi-location on-site destruction and the absence of other approved sources in the local region. All classified IT components must be physically reduced to ash or disintegrated to particles smaller than two millimeters, rendering material entirely unrecoverable. The Government will maintain continuous visual oversight throughout execution until all classified materials are rendered unclassified e-waste, unclassified hazardous materials, or unclassified recyclables. The determination was approved by Contracting Officer Sierra D. Prindle, NH-03, on July 30, 2026.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: AFTC / PZIOAA

2. Nature and/or Description of the Action: $236,500.00

The objective of this requirement is to obtain professional, secure, on-site mobile destruction and recycling services for Special Access Program (SAP) classified information technology (IT) components and materials at Eglin Air Force Base (AFB). System High will perform comprehensive on-site sanitization and physical destruction of designated SAP-level classified IT components, thereby eliminating the security risks associated with off-site transport and potential data reconstitution.

Throughout all stages of preparation and processing prior to destruction, the Contractor is required to maintain positive control and on-site physical protection of all SAP IT components. Continuous accountability and oversight must be enforced through the strict adherence to Two-Person Integrity (TPI) protocols during the entire sanitization and sanitizing process. In addition, System High is the only mobile destruction company known at this time that has been approved for Special Access Program (SAP) Information Technology (IT) destruction.

To ensure complete destruction and compliance with stringent security standards, all classified IT components must be physically reduced to ash or disintegrated to a final particle size of less than two millimeters (<2mm), rendering the material entirely unrecoverable. This mobile, on-site service model affords the Government the unique capability to monitor and verify all contractor actions—including sorting, processing, and final destruction directly at the Eglin AFB operational site. The Government will maintain continuous visual oversight and witness the entire execution of this process to the definitive point where all classified materials are rendered unclassified e-waste, identified as unclassified hazardous materials (HAZMAT), or processed as unclassified recyclables.

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

This sole source finding is supported by the unique needs for this mobile on-site SAP Information Technology destruction requirement. It requires mobility and flexibility to allow for the destruction to be done at multiple locations on site, as well as special approval for SAP IT destruction per DoD and DAF security guidelines. Market research has found only one approved source for the required level of SAP IT destruction with the mobility to perform this work in the local region.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
