About this file
This document appears to be related to the ACIP Rapid Fielding federal contract opportunity.
The key details are:
- The ACIP Rapid Prototyping Phase Other Transaction (OT) was awarded in August 2022 through a competitive process conducted in April 2021.
- The incumbent ACIP Rapid Prototyping OT contractor has demonstrated prototype maturity through risk reduction analyses and completion of a Final Prototyping Review.
- The government intends to procure long-lead items, such as AN/ARC-210 GEN6 radios and Pole/Zero filters, as Government Furnished Equipment to support the Rapid Fielding Phase.
- In accordance with 10 U.S.C. 4022f, the government may award a follow-on production contract to the ACIP Rapid Prototyping OT contractor without the use of competitive procedures.

Text version
the ACIP Program. Contractor continuity for the prototype, production and fielding of the SATURN Program is critical in order to meet the 01 October 2024 mandate, as well as, allowing the incumbent contractor to capitalize on experience and knowledge gained during the prototyping of the SATURN system and gain efficiencies during integration, fielding, and training in the Rapid Fielding Phase.
To support the Rapid Fielding Phase of the ACIP effort, long lead items to include but not limited to, AN/ARC-210 GEN6 radios and Pole/Zero filters shall be procured by the Government. Acquisition of the AN/ARC-210 GEN6 radios requires a minimum of fifteen (15) months lead time and the filters require a minimum of eighteen (18) months lead time between submission of the funding procurement document and delivery from the manufacturer. This strategy will result in cost and schedule savings for the Government to procure these long lead items. It is the Government’s intent to procure long-lead items and provide to the Rapid Fielding Phase Contractor as Government Furnished Equipment.
In accordance with 10 USC § 4022f paragraph (1) - Follow-on Production Contracts or Transactions - A transaction entered into under this section for a prototype project may provide for the award of a follow -on production contract or transaction to the participants in the transaction. A transaction includes all individual prototype subprojects awarded under the transaction to a consortium of United States Industry and Academic Institutions.
Paragraph (2) of 10 USC § 4022f - A follow-on production contract or transaction provided for in a transaction under paragraph (1) may be awarded to the participants in the transaction without the use of competitive procedures, notwithstanding the requirements of chapter 221 of this title and even if explicit notification was not listed within the request for proposal for the transaction if:
(A) competitive procedures were used for the selection of parties for participation in the transaction; and
(B) the participants in the transaction successfully completed the prototype project provided for in the transaction.
Paragraph (3) of 10 USC § 4022f - A follow-on production contract or transaction may be awarded, pursuant to this subsection, when the Department determines that an individual prototype or prototype subproject as part of a consortium is successfully completed by the participants.
Paragraph (4) of 10 USC § 4022f - Award of a follow-on production contract or transaction pursuant to the terms under this subsection is not contingent upon the successful completion of all activities within a consortium as a condition for an award for follow-on production of a successfully completed prototype or prototype subproject within that consortium.
Paragraph (5) of 10 USC § 4022f - Contracts and transactions entered into pursuant to this subsection may be awarded using the authority in subsection (a), under the authority of chapter 137 1 of this title, or under such procedures, terms, and conditions as the Secretary of Defense may establish by regulation.
It is determined that a follow-on Production Contract is an appropriate strategy for this effort. In accordance with 10 U.S.C. § 4022f(2), the following conditions have been satisfied:
(A) The ACIP Rapid Prototyping Phase OT was awarded in August 2022 by way of competition in April 2021 in accordance with 10 U.S.C. § 4022f(2)(A); and
(B) The ACIP Rapid Prototyping OT contractor has demonstrated (1) prototype maturity by (a) conducting an Audio Distribution System (ADS) and Time of Day (TOD) Bus Engineering Risk Reduction Analysis; and (b) completing a Final Prototyping Review (FPR); and (2) conducted a
