1.1. Summary
The County of San Mateo (“County”) covers most of the San Francisco Peninsula. The region covers 744 mi2 and is home to approximately 750,000 residents. The County is made up of 20 incorporated cities. The County provides for the health and welfare of all people within its borders and serves as the local government for the unincorporated areas. Innovation thrives here in industries including bioscience, computer software, green technology, hospitality, financial management, health care, education, and transportation. The County prides itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare, and natural resources of the community.
The San Mateo County Parks Department (“Department”) serves nearly three million visitors every year.
Visitors have many options when visiting the County’s unique park system. With 24 parks and recreation areas, over 16,000 acres of park land, and 190 miles of trail, the Department provides healthy outdoor activities, educational opportunities, and lasting memories.
Due to the diversity of the park system, visitors can enjoy an array of recreational opportunities, including walking; running; hiking; biking; picnicking; horseback riding; sailing; kite surfing; fishing; camping;
gardening; tidepooling; volunteering; learning; sports courts; and playing on playgrounds.
1.2. Background
The San Mateo County Parks Department (Department) is soliciting proposals from qualified contractors for the development of single-track mountain bike trail standards (Standards) at Quarry County Park in El
Granada.
The Department intends to develop/legalize a network of single-track mountain bike trails in Quarry County
Park which is located in the unincorporated community of El Granada, San Mateo County, California. By authorizing mountain biking on specifically designed trails, the Department can reduce conflicts between user groups, better protect natural resources, improve safety of mountain bikers, and enhance visitor experience. Specifications to be incorporated into the Standards must include, but are not limited to, trail width, lines of sight, trail surfaces, average and maximum trail grade, drainage features, and authorized features or natural obstacles. The Standards must also detail a trail rating system to show the difficulty level of different trails like that on ski slopes (example: green circle, blue square, black diamond, etc.). The adopted
Standards will need to balance user experience and protection of natural resources.
The selected contractor will be tasked with the following:
• Meeting with Department staff to understand priorities, goals for user experience, and operational and maintenance needs to be included in the Standards;
Page 3 of 15 Release date of October 9, 2025
• Researching industry best practices and single-track mountain bike trail standards that have been successfully adopted and implemented by other park and government agencies;
• Using the information collected to this point (i.e., staff feedback, identified industry best practices, and standards successfully implemented by other park and government agencies), the contractor will refine draft Standards the Department prepared in 2022 which will be provided to the selected contractor;
• Facilitating a public process that includes meetings with a Mountain Bike Trail Steering Committee, the public, and targeted stakeholders. It is assumed that there will be 12 steering committee meetings
(one meeting per month for one year), two public workshops, and three targeted stakeholder meetings;
and
• Preparing and delivering to the Department the final draft of the Quarry Park Mountain Bike Trail
Standards. The Department anticipates three (3) drafts to be prepared – two draft standards and a final standard.
As part of the final deliverable, the contractor will need to create a process for applying the newly developed
Standards to trails currently in the park. There are currently several unauthorized mountain bike trails throughout Quarry Park. It is the Department’s intention to measure each trail against the Standards to determine which trails comply with the Standards, which trails can be modified to comply with the Standards, and which trails cannot comply and therefore need to be decommissioned. The select contractor must develop a process the Department can follow to make these determinations.
The Department would like to onboard the selected contractor in November 2025, conduct the public process from January 2026 through December 2026, and adopt the Standards in early 2027.
