About this file

This document is a solicitation instruction file containing administrative and procedural requirements for Army Contracting Command Detroit Arsenal (DTA).

All DTA solicitations are published on SAM.gov with attachments including Technical Data Packages embedded electronically. Proposals, modifications, and amendments must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module at https://piee.eb.mil/xhtml/unauth/home/login.xhtml. Offerors must register in PIEE and obtain appropriate access for the Solicitation module well in advance of the closing deadline. The solicitation closing date/time is based on local time at the Issued By office location, and offerors are responsible for ensuring submissions arrive by the exact specified time; late submissions will be rejected. File size and content may impact submission time, so adequate time should be allowed. Solicitations may remain posted on SAM.gov after closing, but electronic submission will no longer be accepted after the response deadline. Awards will be distributed electronically, and unit prices will be released in response to Freedom of Information Act requests unless the offeror provides written objection with rationale to the Contracting Officer prior to the closing date.

This solicitation requires an all-or-none commercial item acquisition with only one award to be made; offers for less than total quantities will not be considered. All electronic and information technology products and services must conform to Section 508 accessibility standards as specified in the Statement of Work and/or CLINs. Handcarried offers on electronic media must be delivered to Building 255 at Detroit Arsenal (6501 East 11 Mile Road, Detroit Arsenal, MI 48397-5000) between 8:00 am and 3:00 pm local time, addressed to the Bid Room in Building 231, Mail Stop 303. Award will be made to the offeror submitting the lowest evaluated offer or providing best value, meeting all material requirements, and satisfying responsibility criteria under FAR 9.104. The Government may conduct preaward surveys or request financial, technical, production, or managerial information; failure to provide requested data within seven days or refusal of onsite visits may result in a nonresponsible determination.
